In general, universities that receive public grant funding from the Higher Education Funding Council for England are private institutions.<\/p>
However there are instances where the law does consider them to be public authorities. For example, they are listed in Schedule 1 to the Freedom of Information Act 2000 as public authorities for the purposes of that Act. However, for the purposes of the Human Rights Act 1998, they are considered to be \u2018hybrid\u2019 public authorities, which means that that Act only applies to their public functions, and not their private ones.<\/p>

The Higher Education Academy (HEA) report \u2018Grade Point Average: Report of the GPA pilot project 2013-14\u2019, <\/em>published on 28 May 2015, was a result of a review undertaken by HEA\u2019s national Grade Point Average Advisory Group. The Department has noted the report. However, higher education institutions with degree awarding powers are responsible for their own academic awards.
