Higher education providers are autonomous and responsible for the pay and pension provision of their staff.<\/p>

While the government has no direct role in the disputes, we have been clear that we want this disagreement resolved in a way that avoids further disrupting students\u2019 learning. We strongly encourage a resolution that delivers good value for students, staff, and providers.<\/p>

The Pensions Regulator is currently working with the Universities Superannuation Scheme (USS), Universities UK and a range of other stakeholders as they work to find a long-term solution to the funding challenges faced by the USS.<\/p>

The USS is a private pension scheme. It has more than 450,000 members, and sizable assets and liabilities. USS is one of the largest private pension schemes in the country, with assets worth over £80 billion in December 2020.<\/p>

The Office for Students (OfS) has wide-ranging powers to ensure students\u2019 interests are protected, and they expect providers to do all they can to avoid disruption to students. The OfS has written to universities to make their expectations clear: universities must abide by the conditions of registration and ensure they meet obligations under consumer protection law in relation to the impact of industrial action.<\/p>

Higher education (HE) providers are independent and autonomous institutions. The government does not compel participation in equality charters.<\/p>

However, it is essential that HE providers address disparities in pay or opportunity, where they may be based on race, disability, gender, or other protected characteristics. We want HE providers to address inequality with confidence, using their own judgement to address the real issues which restrict opportunity.<\/p>

The report from the Institute for Fiscal Studies makes an interesting contribution to understanding ethnic diversity in the academic discipline of economics. We welcome the findings which show ethnic diversity among academic economists and economics students is increasing over time. We also note that economics as a discipline faces similar issues to the higher education sector more widely.<\/p>

During and after the COVID-19 outbreak, our aim is for higher education (HE) providers to continue to deliver HE provision and to support the needs of staff and students, both on-campus and off-campus.<\/p>

The department issued guidance on 17 April for HE providers so that they are aware of the support available to them and can apply for it. This guidance confirms that HE providers can access the Coronavirus Job Retention Scheme to help safeguard staff jobs. The linked guidance from Her Majesty\u2019s Revenue and Customs confirms that employers can claim for employees on any type of employment contract, including full-time, part-time, agency, flexible or zero-hour contracts.<\/p>

In developing this guidance, the department worked with trade unions as well as Universities UK and the Universities and Colleges Employers Association. We continue to work with the sector to provide further clarification as necessary to help providers understand how they can access the range of measures on offer.<\/p>

Diversity and equality in higher education is a priority for this government. Higher education institutions are independent bodies and responsible for decisions about who they employ. Like every employer they must ensure they meet their obligations under the Equality Act 2010.<\/p>

Important progress has been made on the number of women in leadership roles in higher education, particularly in the increase in the proportion of female Chairs of Governing Bodies and female Vice-Chancellors. Sector-led gender initiatives, such as the Athena SWAN Charter and the Aurora development scheme, demonstrate the importance the sector attaches to tackling the barriers that hinder women\u2019s progression in higher education careers.<\/p>

On 1 February, the government announced measures to tackle ethnic disparities in higher education including encouraging higher education providers to make use of tools such as the Race at Work Charter and the Race Equality Charter to drive forward a step-change in the recruitment and progression of ethnic minority employees.<\/p>

We recently consulted on behalf of the Office for Students on a new condition of registration to promote transparency on senior staff pay in higher education.<\/p>

We have also called on the sector to work through the Committee of University Chairs to develop their own fair remuneration code. We recognise that arrangements for EU academic staff coming to the UK after we leave the EU is a key issue for the Higher Education sector, and one that will need to be considered as part of wider discussions about the UK\u2019s relationship with the EU.
