We continue to raise the situation in Ukraine with our European counterparts. On 28-29 November, the Foreign Secretary attended the NATO Foreign Ministers meeting, where he set out UK ambition on Ukraine and the need to increase defence industrial production. At the NATO-Ukraine Council, he emphasised that Allies must sustain their support and continue taking practical steps towards Ukraine's membership. Rule of law and governance reform are UK priorities, alongside anti-corruption, security sector reform and economic and business environment reform. The Good Governance Fund Ukraine, a £38 million three-year technical assistance programme, is supporting Ukraine's good governance, economic resilience and growth. UK-funded expertise is helping to relaunch the High Council of Justice and High Qualification Commission of Judges, institutions critical to a judiciary free from unlawful interference. Such reforms increase private sector confidence, which will be critical to Ukraine's post-war reconstruction. The UK is working closely with our Allies and partners, including the US, to make clear our support for Ukraine's sovereignty and territorial integrity, and that we will not accept Russia's campaign to subvert its democratic neighbours.<\/p>
The Foreign Secretary spoke with her G7 Foreign Ministers on 22 February. G7 leaders spoke on 24 February, and agreed a strong package of coordinated sanctions in response to Russia's actions. The Prime Minister also met NATO leaders on 25 February.<\/p>
I [Minister Cleverly], said on 17 February at the UN Security Council briefing on Ukraine in New York that the OSCE Special Monitoring Mission continued to command our full support. There has been regular Ministerial and senior official level engagement with the Government of Ukraine and with our allies and partners in the context of Russia's build-up of military forces in illegally-annexed Crimea and near the Ukrainian border. We continue to monitor the situation and are working with international partners to continue to de-escalate and reassure all sides.<\/p>
The Prime Minister spoke with President Putin on 25 October and President Zelenskyy on 1 November where he underscored the importance of Ukrainian sovereignty. He also spoke with Quad leaders (US, France and Germany) at the G20 summit on 30 October. The United Kingdom is providing substantial assistance to strengthen Ukraine\u2019s democracy and institutions as part of its reform programme. In July 2017, we hosted the inaugural Ukraine Reform Conference and have since participated in annual conferences including Toronto (2019). We are providing over £32 million of programme support, including at least £9.2m for reforms via the Good Governance Fund. The UK improved capacity of Central Election Commission training over 2,600 key electoral officials. In short we helped ensure that recent presidential and parliamentary elections were widely hailed as Ukraine\u2019s freest and fairest to date.
