Leaving the EU has provided us with the opportunity to think boldly about how we regulate to achieve objectives such as strengthening our economy.

The Government has had extensive engagement with all local authorities, including Bristol City Council, as they continue to prepare for leaving the European Union on 31st October, with or without a deal. We continue to ensure that councils have the necessary information to prepare effectively, and continue to provide opportunities for specific local issues to be raised and addressed.

During December-March 2018/19, the Ministry of Housing, Communities & Local Government hosted eleven thematic engagement events for all councils in partnership with ten other government departments that were attended by 650 local government officers representing more than 270 councils. The Secretary of State for Housing, Communities & Local Government also chairs a monthly meeting of local authority leaders with Ministers from across Government attending as required. Since August, a monthly interactive conference with local authority chief executives and Brexit Lead Officers has been hosted by the Secretary of State answering questions submitted directly to him from the sector. The Government’s recent expectation that all local authorities designate a Brexit Lead Officer has further enhanced two-way communication between the different tiers of government as the country prepares to exit the European Union.

Across 2018/19 and 2019/20, MHCLG has allocated £79m to help local areas to prepare for Brexit. Of this funding, Bristol City Council has directly received £314,952 of capacity funding to help it to prepare and prevent disruption to the services that its residents rely upon.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4483", "label" : {"_value" : "Biography information for Rishi Sunak"} } , "answeringMemberConstituency" : {"_value" : "Richmond (Yorks)"} , "answeringMemberPrinted" : {"_value" : "Rishi Sunak"} , "dateOfAnswer" : {"_value" : "2019-09-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-09-09T09:49:37.973Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2019-09-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Treasury: Brexit"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what meetings his Department has had with Bristol City Council to discuss preparations for the UK leaving the EU without a withdrawal agreement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4433", "label" : {"_value" : "Biography information for Thangam Debbonaire"} } , "tablingMemberConstituency" : {"_value" : "Bristol West"} , "tablingMemberPrinted" : [{"_value" : "Thangam Debbonaire"} ], "uin" : "285314"} , {"_about" : "http://data.parliament.uk/resources/1136233", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1136233/answer", "answerText" : {"_value" : "

We remain focused on ensuring our smooth and orderly withdrawal from the EU with a deal. However, a responsible government prepares for all contingencies, and since the referendum.

The Treasury has allocated over £4.2 billion of additional funding to departments and Devolved Administrations for EU exit preparations so far. This breaks down as £412m over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign & Commonwealth Office (Autumn Statement 2016); £286m of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18); over £1.5 billion for 2018/19 (Supplementary Estimates 2018/19); and over £2 billion for 2019/20 (Main Estimates 2019/20).

This funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK’s departure from the EU. Work on no-deal exit preparations cannot be readily separated from other EU exit work, given the significant overlap in plans in many cases.
