The Government are pleased that Thames Valley Police have undertaken this piece of work which was co-authored by one of the Executive Directors of the national Gypsy, Roma and Traveller Police Association.<\/p>
The Government established the College of Police as the professional body for policing to set standards, establish an evidence base for policing and disseminate what works.<\/p>
It remains a matter for forces how they deal with issues to do with Gypsy Roma and Traveller communities. However, we would expect the College of Policing to make an assessment of effective policing practice and share effective and innovative practice where they find it.<\/p>"}

The use of Census categories for ethnicity is assessed each year as part of the Home Office\u2019s process of agreeing each year\u2019s Annual Data Requirement (ADR) of mandatory collections of statistical data from the police. This process includes consideration of the need, use, burden and data quality issues for each data collection. The National Police Chiefs Council (NPCC) have previously advised against the transition to the new Census categories due to the significant burden that this would place on forces to change IT systems and processes.<\/p>
The ADR collections currently use the Census 2001 ethnicity framework, and there are no plans at present to move to the Census 2011 framework, which would add a separate category of \u2018Gypsy or Irish Traveller\u2019.<\/p>
The guidance given to police forces on providing data to the Home Office is based on the Census 2001 ethnicity framework. It is, however, a decision for individual forces as to how they monitor and record ethnicity data for their own purposes.<\/p>"}

The Home Office, taking advice from senior officers, has decided against the transition to the Census 2011 classification for the forces of England and Wales at this time on the grounds that the costs involved in changing the current classifications would be considerable and disproportionate. Instead of large scale, centrally led and funded programmes our approach is to enable civil society and local areas to take action on integration issues that are important to them. We have moved away from a focus on single issues and specific groups, but we nonethless recognise that Gypsies and Travellers experience inequalites in a number of important areas. The Ministerial Working Group on Reducing Inequalities Experienced by Gypsies and Travellers published a progress report in April 2012, which made 28 commitments from across Government on reducing inequalities in these communities. We are currently reviewing progress on those commitments and will publish a further report in due course.<\/p>"}
