Under the Communications Act 2003, broadcast television channels are required to make a certain proportion of their programmes, including children\u2019s programmes, accessible.<\/p>

Statutory targets are set by Ofcom which include five and ten year targets on subtitling, sign language and audio description for licensed television services. Ofcom\u2019s Code on Television Access Services<\/a> sets out these obligations and provides guidance and best practice on subtitling for broadcasters. This includes guidance in relation to subtitles aimed at young children which states that:<\/p>

\u201ccare should be taken to ensure that these are accurate and grammatical, as children and parents use subtitles in developing literacy skills<\/a>\u201d.<\/p>

Television content on demand should be accessible for all UK audiences. That is why, under the Digital Economy Act 2017, the Government included measures to facilitate accessibility requirements for on-demand services. Officials are working closely with Ofcom to implement this legislation.<\/p>

As the independent broadcast regulator, Ofcom is responsible for holding broadcasters to account for their delivery of television access services (subtitles, audio description and signing), not the government.<\/p>

<\/strong><\/p>

Ofcom\u2019s Code on Television Access Services sets out 10-year targets in relation to subtitling, which for BBC channels (excluding BBC Parliament and BBC Scotland) is 100% of all programming. Ofcom has found that the BBC has consistently met this target.<\/p>

<\/strong><\/p>

Ofcom\u2019s Code provides further guidance that broadcasters should regularly monitor the quality of their access services, and ensure that scheduled access services are being provided correctly. In line with the BBC\u2019s 2016 Royal Charter and Agreement, Ofcom is also currently reviewing how the BBC should make its UK Public Services accessible. Ofcom\u2019s public consultation on BBC Accessibility concluded on 31 January 2020.<\/p>
