National Health Service local systems and organisations have been asked to work with regional colleagues to step up non-COVID-19 urgent services as soon as possible. This needs to be a safe restart with full attention to infection prevention and control as the guiding principle.<\/p>
In addition, service providers have been asked to work across local systems and with regional teams to begin to reset routine non-urgent elective care. These plans factor in the availability of staff, associated medicines, personal protective equipment, blood, consumables, equipment and other needed supplies.<\/p>

To help ensure that sufficient capacity was in place to help deal with the initial impact of the COVID-19 pandemic, every hospital in England suspended non-urgent elective operations to help free up additional capacity. The suspension did not apply to clinically urgent care, such as emergency admissions and cancer treatment.<\/p>
With evidence now suggesting that we have reached the peak of this wave of COVID-19, and with the National Health Service well-placed to provide world-leading care for those who do still have the virus, we have started to reset suspended services. It is for the local clinical commissioning group (CCG) to decide what services they commission for the people they are responsible for \u2013 this will mean making clinical judgements about the effectiveness and value of treatments, and the best allocation of resources. CCGs do this based on the healthcare needs of their local populations and clinical evidence, to ensure they are providing the best possible, sustainable care for their patients.<\/p>

Treatment decisions should always be made by doctors based on a patient\u2019s individual clinical needs and informed by the National Institute for Health and Care Excellence\u2019s (NICE) guidelines.<\/p>
<\/p>
NICE clinical guidelines make many recommendations spanning all stages of care from diagnosis to treatment of a condition. They represent best practice and are based on available evidence and developed through consultation. Health professionals and organisations are expected to take the guidance fully into account when deciding treatments.<\/p>
<\/p>
A fundamental principle of the National Health Service is that, for people who are \u2018ordinarily resident\u2019 in the United Kingdom, treatment is free at the point of need, regardless of the patient\u2019s ability to pay. Patient payments, other than those limited forms permitted by Regulations (such as prescription charges, payments for some clinical activity undertaken by dentists, and visitor and migrant charges) are contrary to NHS policy.<\/p>
