I visited Chad in March. I met with the President, Prime Minister, and Foreign Minister to discuss the impact the conflict in Sudan is having on the country and to press Chad to support regional and international efforts to bring about a permanent ceasefire through political dialogue. I also met some of the over 700,000 refugees who have fled Sudan, reaffirmed the UK's commitment to the people of Sudan and announced a near-doubling of UK ODA to Sudan (£89 million). On 15 April, Lord Benyon represented the UK at the Paris Humanitarian Pledging Conference for Sudan. The Conference called upon the warring parties to stop fighting and meaningfully engage in a peace process. On the same day, the Foreign Secretary tweeted calling for a ceasefire. The UK strongly condemns the decision on 21 February by the Sudanese Armed Forces to withdraw permission for cross-border deliveries of humanitarian aid from Adré, Chad. The UK continues to press the warring parties to facilitate unhindered, crossline and cross-border humanitarian access across Sudan. In 2024/2025, UK ODA to Sudan will nearly double to £89 million. This includes funding to UNICEF, providing emergency, life-saving food assistance to support people particularly in hard-to reach areas; and the World Food Programme to assist over 285,000 beneficiaries for six months by providing 13,405 tons of food commodities including cereals, pulses, oils and salt. The UK continues to support UN leadership - through the Resident/Humanitarian Coordinator and The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) - to respond to the humanitarian crises caused by the conflict in Sudan. The UK has used its position as a Permanent Member of the UN Security Council and penholder on Sudan to call multiple meetings to take action in response to the conflict, to call for a ceasefire, and to discuss the dire humanitarian and human rights situation On 27 February, we called for the UN Security Council to convene for a closed consultation in response to the SAF's decision to withdraw permission for the movement of aid into Sudan from the Adre border crossing in Chad. On 8 March, the UK-led UN Security Council Resolution 2724 called for an immediate cessation of hostilities; unhindered humanitarian access; and for the UN Secretary-General Personal Envoy Ramtane Lamamra to complement and coordinate regional peace efforts. We have not made a specific assessment of needs in this area, but we understand humanitarian needs to be very high, as they are across the country. UK humanitarian funding in Sudan aims to reach the most vulnerable wherever they are in the country, but it is not targeted to specific geographic areas. We are providing £42.6 million in humanitarian aid to support people in Sudan in 2023-2024. UK ODA for Sudan (including humanitarian) will also increase to £89 million for the year ahead. Access constraints and insecurity are limiting the ability of partners to deliver in many areas, including the areas held by SPLM-North. We are working with international partners and humanitarian agencies to scale-up aid delivery in Sudan and neighbouring countries if and when the access situation improves, and through our ongoing work in the neighbouring countries and the UN. On 2 June the UK secured unanimous Security Council support for the renewal of the UN Mission in Sudan (UNITAMS) which is leading coordination of international humanitarian efforts. We will look to renew its mandate further by 3 December. The Government continues to monitor the humanitarian situation in Sudan with concern. Close to two million people live as Internally Displaced People inside Sudan, with around 600,000 living precarious lives as refugees beyond its borders. Sudan also hosts close to a million refugees.<\/p>

In early 2018 Sudan\u2019s economy entered a phase of widespread crisis resulting in real incomes collapsing and prices of commodities increasing. The United Nations states that 5.7 million people, including all of those displaced, are in need of humanitarian support, although they estimate the number at risk is 8 million people due to the current economic crisis.<\/p>

The United Nations has developed a response to meet the needs of 4.4 million people that would cost $1.2bn, and relies on the governing authorities in Sudan to facilitate safe passage of these supplies and aid workers to reach those in need of assistance. The UK\u2019s Department for International Development (DFID) in Sudan is prioritising the humanitarian response and has already contributed £30 million this fiscal year.
