During this Parliament, Government has taken steps to address the immediate pressures on the social care system, including giving councils access to up to £3.6 billion more dedicated funding for adult social care this year, which councils can use to provide vital services for older people and working age disabled adults. In addition, the budget announced a further £650 million to improve social care services and help reduce pressures on the National Health Service by supporting older people, people with disabilities and children in 2019-20. An additional £55 million of capital funding in 2018-19 for the Disabled Facilities Grant to provide home aids and adaptations for disabled children and adults on low incomes was also announced at the budget.

The Department continuously reviews the pressures facing the social care sector and works to ensure stability; not just for vulnerable service users, but also for the many thousands of low paid workers within the sector.

Before the Court of Appeals judgment in Royal Mencap v Blake-Tomlinson the Government worked closely with stakeholders from the social care sector to ensure we had a clear understanding of the impact the sector could face due to historic liabilities for National Minimum Wage back pay. During this time the Government explored options to minimise any impact on the social care sector.

At the Spring Budget 2017 the Government provided an additional £2 billion to councils for social care. The pressure arising from enforcement of National Minimum Wage for sleep-in shifts was one of the costs the Government took account of in deciding to provide this sum of additional funding.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4008", "label" : {"_value" : "Biography information for Dame Caroline Dinenage"} } , "answeringMemberConstituency" : {"_value" : "Gosport"} , "answeringMemberPrinted" : {"_value" : "Caroline Dinenage"} , "dateOfAnswer" : {"_value" : "2018-12-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-12-05T14:04:45.78Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-11-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Services: Finance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps his Department took to offer financial assistance to providers of overnight social care to adults in advance of the judgment of Royal Mencap v Blake-Tomlinson in July 2018.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1588", "label" : {"_value" : "Biography information for Baroness Keeley"} } , "tablingMemberConstituency" : {"_value" : "Worsley and Eccles South"} , "tablingMemberPrinted" : [{"_value" : "Barbara Keeley"} ], "uin" : "197610"} , {"_about" : "http://data.parliament.uk/resources/1015565", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1015565/answer", "answerText" : {"_value" : "

The Autumn Budget 2018 announced an additional £650 million in 2019-20 for social care. Within this, local councils will receive £240 million for adult social care.
