All assessment providers are required to ensure that all health professionals (HP) carrying out assessments have sufficient training and knowledge of the clinical aspects and likely overall functional effects of a wide range of health conditions and impairments.<\/p>

<\/p>

To ensure a high standard is maintained the department has an Independent Audit function that continually monitors performance and provides feedback to providers. Audit refers to a comprehensive check of the elements of the assessment, including the evidence collection, further evidence provided, and the assessment report completed by the HP. The check is completed against a set of guidelines to ensure a consistent approach is taken. This ensures that assessment reports are fit for purpose, clinically justified and sound, and provide sufficient information for the department to make an informed decision on entitlement to benefit.<\/p>

<\/p>

Providers work with the department to continuously improve assessment quality through a range of measures including audit procedures. We also measure the adequacy of HP training through customer satisfaction surveys undertaken by independent third parties. All providers have consistently exceeded their customer satisfaction targets of 90% for Personal Independence Payment and 92% for the Work Capability Assessment.<\/p>

Health Professionals (HPs) are subject to a rigorous recruitment process, followed by a comprehensive training programme. Given the high standards expected of HPs, it is anticipated that a number may not meet the required standard during the training and probation period.<\/p>

All HPs are subject to on-going monitoring of the standard of their assessments. If any issues are identified there is a process in place to support the HPs to improve the quality of their assessments.     The Work Capability Assessment (WCA) and Personal Independence Payment (PIP) assessments are functional assessments which consider the effects of a health condition or impairment on a person\u2019s functional ability, rather than focusing solely on the health condition or impairment itself.<\/p>

    <\/p>

    The department does not believe it is necessary for the provider to employ health professionals (HPs) who are specialists in the specific conditions or impairments of the individuals they are assessing. Instead, assessment providers are required to ensure that all WCA and PIP HPs are trained to become experts in disability analysis, with knowledge of the clinical aspects and overall functional effects of a wide range of health conditions and impairments. Additionally, HPs complete training on neurological and complex conditions and have access to a range of resources to research any conditions presented.<\/p>

    <\/p>

    The department is committed to improving its services and works continuously with providers to improve the assessment process. The \u2018Shaping future support: the health and disability green paper,\u2019 explored how the welfare system can better meet the needs of claimants now and in the future. We are considering all the responses to the green paper proposals and what future policy changes might look like.     Assessment quality is a priority for both the department and the assessment providers. We work continuously with providers to drive improvements in assessment quality through a range of measures, including audit procedures, clinical observations (Personal Independence Payment only), clinical coaching, tailored training and development plans, and providing feedback and support to health professionals. Quality performance is also regularly reviewed through DWP and provider senior governance meetings at a national level, and in each of the provider areas.<\/p>

    Providers share training materials between themselves to encourage best practice, standardise processes and improve the claimant experience. They also regularly engage with medical experts, charities, and relevant stakeholders to strengthen, maintain, and update their training programmes.
