Last week I was pleased to announce that to help enable the delivery of the ambitions of the Clean Maritime Plan, the Government is supporting Maritime Research and Innovation UK (MarRI-UK) in launching an innovation call of £1m called the Clean Maritime Innovation Call, which will open this summer. In January 2019 the Government published Maritime 2050, which set out strategic ambitions for the future of the maritime sector, including a vision for zero emission shipping. In Maritime 2050, we committed to assess how economic instruments could support the transition to zero emission shipping in the medium to long term. We also committed to consider whether and how the Renewable Transport Fuel Obligation (RTFO) could be used to encourage the uptake of low carbon fuels in maritime.<\/p>

Government will this week publish the Clean Maritime Plan, which will set out further detail on our plans to create incentives for shipping companies to reduce both air quality pollutant emissions and carbon dioxide. The Government has taken a leading role at the International Maritime Organization (IMO) to both secure improvements in UK air quality, and to ensure that the IMO\u2019s global requirements for marine fuel enter into force later this year.<\/p>

<\/p>

On 1 January 2020 the IMO\u2019s global 0.5% limit on sulphur in marine fuel will enter into force, the UK has played a significant role in both supporting this limit, and working with industry to develop guidance to ensure it enters into force effectively.<\/p>

<\/p>

On 1 Jan 2021, following work undertaken at IMO by the UK and neighbouring states, the North Sea and English Channel will become a Nitrogen Oxide (NOx) Emissions Control Area, applying the highest levels of NOx controls available under international maritime law.<\/p>

<\/p>

The Government is also active at the IMO in an ongoing work programme to quantify and ultimately regulate emissions of black carbon (a major constituent of particulate matter) from international shipping.<\/p>

The Government has been engaging internationally and domestically in order to reduce pollutant emissions from shipping.<\/p>

<\/p>

For the most part, the international nature of the shipping industry means that regulatory solutions to curb environmental impacts from this sector need to be delivered globally. In this regard, the UK strongly supports the reduction in the sulphur content of marine fuel which will apply to shipping globally from 2020. In UK waters, a strict 0.1 per cent sulphur limit has applied to ships operating in the English Channel and North Sea since 2015; and from 2021 these waters will also be designated as a nitrogen oxide (NOx) emissions control area.<\/p>

<\/p>

The Government highlighted opportunities to reduce emissions from domestic shipping and ports activities, when it published its Clean Air Strategy (CAS) on 14 January this year. Commitments include consulting on options for increasing domestic regulations and extending the current emission control area to other UK waters.<\/p>

<\/p>

To help drive the uptake of cleaner technologies and greener fuels, I am chairing a new Government-led Clean Maritime Council, which brings together experts from the maritime sector. Along with the CAS and the Clean Maritime Council, the Department is working with stakeholders to develop a Clean Maritime Plan by Spring 2019. The International Maritime Organization (IMO) undertook an extensive review before finalising the 2020 implementation date for the global limit. This review focused on whether sufficient fuel would be available in 2020, rather than the cost of compliance. At the time, the priority for the UK maritime sector was to confirm the date of application for the 0.5 per cent sulphur cap as early as possible, to allow shipowners enough time to prepare for the new limit.<\/p>

The Government has regular meetings with key stakeholders in the maritime sector, such as through the Ministerial Maritime Working Group and the Clean Maritime Council, on a range of issues including sulphur. We also consult UK stakeholders on sulphur before any International Maritime Organization (IMO) committee or sub-committee which discusses the issue, so that we can take their views into account.<\/p>

Internationally some parts of industry have raised some technical and operational questions associated with the new limit, and the UK and other States are working hard with industry and NGO\u2019s to resolve these issues at the IMO. We are not aware of any impacts on seafarer employment or pay from the introduction of the 0.1% limit for the ECAs in 2015.<\/p>

The Maritime and Coastguard Agency (MCA) remains committed to enforce the International Maritime Organisation\u2019s (IMO) regulations to limit the sulphur content of fuel to 0.5%. To address these commitments, the MCA has already made amendments to its Port State Control regime and will enforce the fuel sulphur limits after 1st January 2020 using the powers in its Merchant Shipping regulations.<\/p>

<\/p>

These developments have been undertaken as business as usual for the Agency. Should additional guidance be produced by the IMO in early 2020 the MCA will review the funding available and adjust if necessary.<\/p>

<\/p>

Although the MCA has an interest in the mandatory equipment fitted to individual vessels on the UK Ship Register, the MCA has not identified a need to generate statistical information for the UK Ship Register as a whole, such as the number of vessels which are fitted with exhaust gas cleaning systems.<\/p>

<\/p>

The sulphur content of a vessel\u2019s fuel is within the scope of the Port State Control inspection regime and therefore vessels on the UK Ship Register are subject to inspection and fuel sampling at such inspections. Again, the MCA has not identified a need to generate statistical information on the merchant vessels which have been subject to these inspections.<\/p>

The International Maritime Organization (IMO) Initial Strategy on Greenhouse Gas does not currently include specific regulatory requirements beyond high level objectives. The detailed requirements are now under development at the IMO and the UK is playing an active role in the debate.<\/p>

<\/p>

To inform these negotiations, the Department has commissioned external research that includes consideration of the need for alternative fuels and the potential impact on fuel infrastructure. This research will be completed in late Spring 2019 and will be used in further impact assessments as measures are developed at the IMO.<\/p>

The Maritime and Coastguard Agency (MCA) conducts inspections of UK ports against the approved Port Waste Management Plans held by them. These plans include the handling of exhaust gas cleaning residues. The inspections are conducted independently on each port, and the MCA has not observed a need to generate statistical information covering the entirety of UK ports.<\/p>
