Non-compliance with UK sanctions is a serious offence that can result in prosecution. Departments and agencies from across His Majesty's Government are working together to support business compliance through the provision of detailed published guidance for exporters and financial institutions, including on circumvention red flags. The UK coordinates closely with the EU, US, G7 and other international partners to tackle circumvention via multilateral fora and strategic consultations. The United Kingdom consistently condemned Mr Navalny's politically motivated sentencing, called for his immediate and unconditional release and expressed our grave concern for his welfare.<\/p>

Over 2020 and 2021, the UK sanctioned 13 individuals and one entity responsible for his poisoning. The UK has also sanctioned six individuals heading up the penal colony where Alexei Navalny died after years of mistreatment by the Russian authorities on 21 February 2024. Whilst we do not comment on potential future designations, the UK has designated the majority of individuals on both the original Navalny 35 list, and the wider Anti-Corruption Foundation list.<\/p>

The UK remains steadfast in our support to Ukraine. Together with our international partners, we have implemented the most severe package of sanctions ever imposed on a major economy. The UK alone has sanctioned 2,000 individuals and entities under the Russia sanctions regime. We continue to use sanctions to bear down on Russia's illegal war in Ukraine. Last month, a new package of over 50 UK designations targeted Russia's efforts to circumvent sanctions on its war machine and major revenue sources. Earlier this month, we delivered new legislation to bring about a coordinated ban on Russian diamond exports. With partners, we have strengthened the Oil Price Cap (OPC) mechanism and added new items to the Common High Priority (CHP) list. Preventing circumvention is a priority for UK ministers and officials who routinely work in close coordination with G7 members and allies. Our collective response to circumvention has included the joint publication of a list of Common High Priority goods critical to Russia's military-industrial complex and the introduction of the Oil Price Cap. The UK is committed to ensuring that our sanctions are robustly enforced, potential breaches are investigated and appropriate action is taken.<\/p>

Departments from across His Majesty's Government are working together and with UK companies to ensure that sanctions are enforced, including through criminal prosecution and civil enforcement. Departments and Agencies with responsibility for criminal enforcement of sanctions refer appropriate cases to the Crown Prosecution Service for consideration<\/p>

The launch of the Office of Trade Sanctions Implementation (OTSI) under DBT will enhance guidance and engagement with industry, as well as civil enforcement of trade sanctions, including those on services. The Government also announced a new Economic Deterrence Initiative in the 2023 Integrated Review Refresh. With funding of up to £50 million over two years, the initiative is maximising the impact of our trade, transport and financial sanctions, and improving implementation and enforcement including by cracking down on evasion. The UK is committed to ensuring that our sanctions are robustly enforced and potential breaches are investigated and appropriate action taken. Departments from across HMG including HMT (through the Office of Financial Sanctions Implementation (OFSI)), HMRC, Home Office, and NCA, are working together, and with UK companies, to promote compliance and ensure that sanctions are enforced.<\/p>

Since 2022, HMRC has imposed fines in excess of £1.3 million to five UK companies relating to the unlicensed trade of goods in breach of the Russia sanctions regime. In August, OFSI also published an enforcement notice against Wise Payments Limited (Wise), a Financial Conduct Authority (FCA) regulated company, for breaching Russia sanctions by making funds available to a company owned or controlled by a designated person.<\/p>

The Government announced a new Economic Deterrence Initiative in the 2023 Integrated Review Refresh. The oil sanctions imposed by the UK and its partners, including the oil price cap, are working. Russia's oil revenues fell 25 per-cent year-on-year between January and September 2023, while the cap has also been effectively protecting global oil market security. The UK and our Coalition partners are aware of circumvention risks and employ strategies to minimise them. The UK has placed new sanctions on entities used by Russia to attempt to lessen the impact of our oil sanctions. We also continue to lead active discussions with our partners on the most effective means of continuing to tackle circumvention and increasing Russia's costs in doing so.<\/p>

The UK has implemented a strong enforcement approach focused on prohibition, with the Office of Financial Sanctions Implementation (OFSI), HMRC, and the National Crime Agency jointly considering cases which may be appropriate for criminal prosecution. On 12 October, the UK published a joint maritime advisory statement directed at government and private sector actors involved in the trade of Russian crude and refined products.
