The Government takes the condition of local roads very seriously and is committed to maintaining and renewing the local road network. Havering Council is the local highway authority for the Romford constituency, and it is therefore responsible for the maintenance of its local road network. Havering Council has received £333,000 from this Department during 2024/25 to help it carry out its local highway maintenance responsibilities: it is up to the Council to decide how that funding is used. To this end, the Government will provide authorities with funding to help them fix up to one million more potholes across England in each year of this parliament. Confirmation of highways maintenance funding for future years is a matter for the forthcoming Budget and Spending Review.<\/p>

Highways maintenance funding typically covers a range of maintenance activities and local authorities are best placed to decide how to spend it according to local needs and priorities. National Highways work in collaboration with Local Highway Authorities (LHA) to minimise disruption to motorists during roadworks, this includes seeking agreement from LHAs for suitable diversion routes.<\/p>

<\/p>

For longer-term works, National Highways engage with LHAs as well as other key parties to ensure that stakeholders directly affected by roadworks are consulted and their views considered in plans, and if necessary, diversion routes revised.<\/p>

<\/p>

During major closures, National Highways\u2019 National Traffic Operations Centre will use its network of electronic roadside variable message signs (VMS) to tell motorists of any adverse impact. Using this strategic information signing, National Highways will endeavour to keep traffic upon its own network so as not to overwhelm local roads.<\/p>

In the second Road Investment Strategy (RIS2), National Highways committed to invest £400 million between 2020 and 2025 on the replacement and repair of England\u2019s remaining concrete roads. The programme of replacing worn-out concrete roads is expected to continue into the 2030s. Each year the Asphalt Industry Alliance (AIA) commissions an independent survey of local authority highway authorities in England, including London, and Wales.<\/p>

The Government agrees that, whilst local road maintenance is the responsibility of individual local authorities, more that needs to be done to improve the condition of roads across the country.<\/p>

That is why we\u2019ve committed £8.3 billion extra from savings as a result of cancelling HS2 Phase 2 to help local councils fill potholes and resurface roads.<\/p>

To prevent potholes and other defects from forming in the first place, well-planned maintenance is vital, which is why the Department advocates a risk-based, whole life-cycle asset management approach to all aspects of the local highway network. There are various key bits of guidance that the Department recommends to local highway authorities, including a 2016 Code of Practice on Well Managed Highway Infrastructure, produced by the UK Roads Leadership Group and available via the website of the Chartered Institute for Highways and Transportation.<\/p>

Other guidance includes the 2019 \u201cPotholes: a repair guide\u201d on which the Department worked with the Association of Directors, for Environment, Economy, Planning and Transport (ADEPT), and which is on the ADEPT website. This recommends that local highway authorities should wherever possible make permanent rather than temporary repairs, with temporary repairs only appropriate in emergency circumstances or where safety cannot be managed using alternative approaches.<\/p>

<\/p>

To help local highway authorities to understand the impacts of the changing climate on local highway networks, the Department has published on gov.uk an independent report on the lessons learned from extreme weather-related emergencies over the period 2015 to 2020.<\/p>
