In delivering the road investment strategy, Highways England routinely reviews its delivery plans to ensure that proposed road schemes will deliver value for money and minimise disruption for motorists. Highways England ensures that its supply chain is selected, incentivised and performs in line with its key performance indicators. Supplier performance is measured on a monthly cycle through the Collaborative Performance Framework process. This scores suppliers on a scale of 0 \u2013 10; the metrics are updated annually.<\/p>

The contractual arrangements for firms working on the strategic road network provide for both financial reward and penalty depending on performance against the agreed cost of work undertaken. There is also a process of redress for poor quality, including non-compliance with contract, standards or statutory obligation. This ranges from contractors having to bear the cost of correcting defective work through to contract termination.<\/p>

Highways England is responsible for the motorways and main A-roads in England. It is spending £5bn on maintenance and renewals, which includes spend on resurfacing and pothole repairs, in the first Road Investment Strategy period (2015-2020).<\/p>

It is Highways England policy to install standard low noise surfacing on all new road links, and on all road links where the existing surfacing has reached the end of its service life where particular durability is not required. In all, Highways England have installed over 6,000 miles of standard low noise surfacing between 1 April 2015 and 30 September 2018.<\/p>

The Department is also providing over £6.6 billion to local highway authorities in England from 2015 to 2021 to improve the condition of local roads, including in residential areas. The Department for Transport announced in January 2017 that it was undertaking an innovative trial on the way potholes are identified and managed.<\/p>

<\/p>

The Department for Transport is working in partnership with Thurrock, York and Wiltshire councils and two private sector SME\u2019s, Soenecs and Gaist, to undertake the pothole spotter trial which allows high-definition cameras to be mounted to refuse collection vehicles to help identify road surface problems before they become potholes.<\/p>

Data has been collected from the trial and is currently being assessed. Coventry City Council is a member of the West Midlands Combined Authority. Between 2010/11 and 2017/18 the Department for Transport provided the West Midlands Combined Authority (WMCA) with over £386 million to upgrade and improve local highways within the West Midlands area. It has been for the WMCA to distribute this funding to its constituent members such as Coventry City Council.<\/p>

The Department for Transport has also directly allocated Coventry City Council over £10 million to upgrade and improve local highways within the City between 2010/11 and 2017/18, in addition to funding for roads which fall within the strategic road network and are managed by Highways England.<\/p>

In England, outside London, between 2010/11 and 2014/15 the Department for Transport provided local highway authorities with £4.7 billion for highway maintenance. In 2015 the Department announced a six year funding package for highway maintenance. Between 2015/16 and 2021/22 it is providing local highway authorities in England, outside London, with £6.2 billion for highway maintenance.
