In the 2023/24 financial year, the base level of funding before the additional £8.3 billion multi-year funding uplift was announced was £1.15 billion. This included the one-off £200 million uplift announced in Budget 2023. Prior to this the 2021 Spending Review had confirmed that the core level of funding for local highway maintenance would be a total of £915 million per year, to be shared between all eligible local highway authorities in England over the period 2022/23 to 2024/25. The Government agrees that there is a compelling case to provide local authorities with long-term funding certainty, enabling them to plan and carry out their highway maintenance responsibilities in the most efficient way.<\/p>

On 4 October, the Prime Minister announced a long-term multi-year funding uplift of £8.3 billion for local highway maintenance through the Network North plan, which will provide the long-term funding that local highway authorities need.<\/p>

The responsibility for local highways maintenance in London is a devolved matter and therefore falls to Transport for London (TfL) and the London boroughs.<\/p>

In 2016/17, Highways England spent £3.1bn in total in covering construction and maintenance of the Strategic Road Network, and the Traffic Officer Service.<\/p>

The Government provided a total of £137.6m to local authorities from the local majors programme for the construction of new local roads.<\/p>

The Government also allocated £1.029 billion to local authorities for highways maintenance in England outside London This was made up of £826m highways maintenance block needs element, £50m highways maintenance block incentive element, £103m highways maintenance block challenge fund and £50m Pothole Action Fund. A further £258 million was provided to local authorities in England outside London for small scale transport improvements through the integrated transport block.<\/p>
