This Government is committed to delivering a five-step plan to support high streets and town centres across the country, including in Chester-le-Street and Stanley. We will tackle anti-social behaviour with 13,000 more neighbourhood police and PCSOs, roll out banking hubs, replace business rates with a new system of business property taxation, stamp out late payments and give communities a strong new \u2018right to buy\u2019 beloved community assets to revamp high streets and end the blight of empty premises.<\/p>

The Government will also work with local partners in the North East to deliver economic growth, supporting local town centres. National Planning Policy sets out that early engagement has significant potential to improve the efficiency and effectiveness of the planning application system for all parties. Good quality pre-application discussion enables better coordination between public and private resources and improved outcomes for the community.<\/p>

There are powers in Town and Country Planning Act 1990 which allow Secretary of State to require mandatory pre-application consultation by prospective applicants with communities and specified persons as prescribed by secondary legislation, although these expire on 15 December 2025. Innovation and skills will play a vital role in the regeneration of local economies. However, they are only part of the picture in the regeneration of local economies. We are considering how we can support the UK create good jobs, tackle weak growth and productivity, level-up our regions to deliver a UK economy which is stronger, cleaner, more sustainable and more resilient.<\/p>

<\/p>

As we look to build back better, it is crucial that we listen to what business is telling us about what they need and how Government should approach recovery and renewal. Last week, my Rt. Hon. Friend the Secretary of State led a series of roundtables, bringing together businesses, business representative groups and leading academics to consider the measures needed to support the UK\u2019s economic recovery from Covid-19. The insight gathered through these roundtables will help identify ways in which Government can work together with business and other stakeholders to support a green and resilient recovery, and ensure the UK is at the forefront of new and emerging industries.<\/p>

<\/p>

Innovation and Research & Development (R&D) play a crucial role in supporting local economies to recover and renew. The Government is committed to increasing R&D investment across the economy to 2.4% of GDP by 2027, building on existing strengths in areas with high potential for future growth, and providing innovation-led support in less R&D intensive regions to support their continued growth. The Department for Business, Energy and Industrial Strategy (BEIS), working together with the Ministry for Housing, Communities and Local Government (MHCLG), is engaging with local partners to assess the current impacts being felt in local economies to build a strong understanding of how investment in research and innovation will contribute to the regeneration of local economies going forward through the development of local recovery plans and an ambitious R&D Place Strategy.<\/p>

<\/p>

Matching high quality skills provision with local economic need is crucial to improving regional productivity and contributing to the regeneration of local economies. The Government takes a multi-faceted approach to addressing this challenge.<\/p>

<\/p>

In response to the impact of Covid-19 on national and local economies, the Department for Education (DfE) is developing proposals that target skills support at those who will be hardest hit. Any new support will flex in response to local demand and will assist places in their economic recovery.<\/p>

<\/p>

DfE has also established Skills Advisory Panels (SAPs) working with Local Enterprise Partnerships (LEPs) and Mayoral Combined Authorities (MCAs). These have helped places to identify local skills priorities, based on analysis of the local area, and agree how these will be met through local education and training provision. The Secretary of State for Business, Energy and Industrial Strategy is also working closely with my Rt. Hon. Friend the Secretary of State for Education on the developing skills proposals. The 2017 Autumn Budget set out government's ambition to deliver five new garden towns. Government will bring together public and private capital to deliver these new towns in areas of high demand, and work with local partners and the private sector to do so. We are determined that housing growth is supported by the right infrastructure at the right time. Our £5 billion Housing Infrastructure Fund shows just how serious we are about that.<\/p>

There are a range of further funding sources available to support the development of housing and the associated infrastructure required. Mayoral combined authorities in particular have devolved funds and could allocate parts of their Investment Funds towards supporting this. Government also committed in the 2017 Autumn Budget to publish a consultation on changes to the Community Infrastructure Levy (CIL) and developer contributions, which will help the public sector capture rising land values from additional public investment. Having built up a \u2018shovel ready\u2019 pipeline of 41 projects within 12 months, UK Trade and Investment\u2019s Regeneration Investment Organisation (RIO) will shortly announce its first win for this financial year. RIO hopes to deliver two more project wins this financial year.<\/p>

Beyond this, RIO\u2019s £112bn long-term pipeline has the potential to create 640,000 jobs. 41 out of a total 180 projects have undergone technical investment evaluation and this number will soon rise to 100 verified projects. RIO has prioritised its overseas investors from 7 key markets and continues to support investment and supply chain development into ongoing projects such as Manchester Airport City and Battersea Power Station.<\/p>
