The Plan for Rail proposes the biggest shake-up of rail in a generation. We have already made progress on fares and ticketing reforms, for example introducing flexible season tickets, expanding single leg pricing to most of London North Eastern Railway\u2019s (LNER) network and committing to Pay As You Go (PAYG) in urban areas across the country.<\/p>

<\/p>

In February we announced that PAYG pilots in both Manchester and the West Midlands are due to be launched in 2025, expanding pay as you go to an additional 92 rail stations. We will also be extending contactless PAYG ticketing to 53 additional stations in the South East.<\/p>

<\/p>

In addition, on 16 January this year, LNER began selling tickets for its two year long \u201cSimpler Fares\u201d pilot, for travel from 5 February. This pilot involves removing the old off-peak which led to some very quiet \u201cpeak\u201d and very busy \u201coff-peak\u201d services, simplifying the fares and ticketing system to smooth out demand and reduce crowding, making travel more comfortable for passengers.<\/p>

In October 2023, the Government communicated to the industry that no ticket offices should close following consultation when it became clear that industry-led proposals did not meet the high thresholds for service set by Ministers. The consultation raised several important issues which we are working with the industry on, including the modernisation of fares and ticketing and improving accessibility.<\/p>

We recognise there are a wide range of fares and tickets offered to passengers, and that not all products are offered consistently online or at ticket vending machines. However, an estimated 99% of all transactions made at ticket offices last year could be made at TVMs or online.<\/p>

The rail industry is looking to expand digital ticketing options and make them even easier for passengers to use through upgrades to ticket vending machines and digitisation of more tickets and processes.<\/p>

When proposing major changes to ticket office opening hours, including closures, operators are required to take into account the adequacy of the proposed alternatives in relation to the needs of all passengers. This includes ensuring that passengers can easily buy the right ticket for the journey they want to make, with consideration of the product range available at the station and what support is available to help with purchase.<\/p>
