The Government is committed to providing a world class education system for all pupils so that they can achieve their full potential no matter where they live.<\/p>

The Department is taking a range of steps to support and deliver programmes designed to help disadvantaged pupils, including improving the quality of teaching and curriculum resources, strengthening the school system and providing targeted support where needed. Many of these programmes address the substantive points made in the All-Party Parliamentary Group\u2019s (APPG) report.<\/p>

The Government is providing around £300 million to enable 75 Local Authorities to open family hubs to improve vital services to give every child the best start in life and so that families can better access the support they need. This builds on the Government\u2019s previous funding of family hubs, which included a £12 million transformation fund to open family hubs in a further 13 Local Authorities in England, including York.<\/p>

To support the development of the youngest and most disadvantaged children, the Department is providing a package of training, qualifications, expert guidance and targeted support for the early years sector.<\/p>

The National Funding Formula (NFF) continues to distribute funding fairly, based on the needs of schools and their pupil cohorts. In 2023/24, a greater proportion of schools NFF funding was targeted towards deprived pupils than ever before at 9.8% (over £4 billion). This will help schools to close attainment gaps. In 2023/24, schools with the highest levels of deprivation have, on average, attracted the largest per pupil funding increases.<\/p>

On top of this core funding, the pupil premium, worth over £2.9 billion this year, continues to support schools to improve outcomes for disadvantaged pupils.<\/p>

Almost £5 billion has also been made available for education recovery programmes in early years, schools and colleges, especially focused on helping the most disadvantaged or vulnerable, wherever they live.<\/p>

The Department is providing funding to 55 Education Investment Areas (EIAs) where outcomes in literacy and numeracy are the poorest, including £86 million in trust capacity funding to help strong trusts to expand into areas most in need of improvement. 24 Priority Education Investment Areas (PEIAs), that have particularly low attainment and high rates of disadvantage, will receive more intensive support in addition to the significant help available to all EIAs.<\/p>

To facilitate cross Government working on the Levelling Up agenda, the Department for Levelling Up, Housing and Communities leads a regular group including Ministers from all Departments, including from the Department for Education and HM Treasury. The group provides support, challenge and accountability to drive progress and identify opportunities for collaboration on the Levelling Up missions as well as wider issues.<\/p>

The Department also continues to work closely with Ministers and officials in the Department of Health and Social Care to collaborate on ways to improve data and information sharing. Raising attainment for all pupils, particularly the most disadvantaged, is a priority for the Government. Prior to the COVID-19 pandemic the attainment gap index narrowed by 9% at secondary school level and by 13% at primary school level between 2011 and 2019.<\/p>

For over a decade, the Department has consistently taken a range of steps to give priority support and deliver programmes that help disadvantaged pupils, including improving the quality of teaching and curriculum resources, strengthening the school system, and providing targeted support where needed.<\/p>

As part of the nearly £5 billion recovery package over 4 million children and young people, many of whom are disadvantaged, have benefited from one to one and small group tutoring in schools and colleges.<\/p>

The pupil premium, worth over £2.9 billion this year, continues to support schools to improve outcomes for disadvantaged pupils.<\/p>

More widely, funding for Free School Meals ensures 2 million of the most disadvantaged children are receiving a healthy, nutritious meal. On top of almost 1.3 million further infants supported through the Universal Infant Free School Meals policy, over one third of all pupils receive a free meal in school.<\/p>

The Department\u2019s National School Breakfast Programme will support up to 2,700 schools in disadvantaged areas, and the Department is providing over £200 million this year for the Holiday Activities and Food programme to support disadvantaged pupils.<\/p>

The Department is committed to closing the disadvantage gap. This Department\u2019s work for the ten years prior to the COVID-19 pandemic showed that progress can be made to narrow the gap, and that its policies and programmes were having an effect. Education is a devolved matter, and the response outlines the information for England only.<\/p>

The government is committed to improving outcomes for all pupils. This will be achieved through the actions set out in the Schools White Paper to realise our ambition for 90% of children to leave primary school having achieved the expected standard in Key Stage 2 reading, writing and maths, and that in secondary schools, the national GCSE average grade in both English language and in maths will increase from 4.5 in 2019 to 5, both by 2030.<\/p>

The Schools White Paper outlines further actions to support schools and pupils. This includes an ambitious and stretching curriculum and improving behaviour and attendance levels. To underpin these reforms, the department will continue to work with schools, trusts, local authorities, and dioceses to build a stronger, fairer school system.<\/p>

The Levelling Up White Paper, published in February 2022, also sets out a mission to raise attainment in 55 Education Investment Areas, with a particular focus on 24 Priority Education Investment Areas which have experienced sustained educational underperformance.<\/p>

The department knows that reforms we have overseen so far are delivering improvements. The proportion of schools now rated by Ofsted as Good or Outstanding has risen from 68% in 2010 to 88% in 2022.<\/p>

In the 2022 Autumn Statement, it was announced that the overall schools funding will increase by a further £2 billion in the 2023/24 financial year and another £2 billion in the 2024/25 financial year, over and above totals confirmed in the 2021 Autumn Budget and Spending Review.<\/p>

The department knows that disadvantaged children and those with special educational needs and disabilities (SEND) are disproportionately represented in those cohorts not meeting expected standards. The Pupil Premium helps fund evidence-based, targeted interventions, as well as broader improvements that will benefit these pupils and help to raise their attainment. Additional support also includes the National Tutoring Programme, where funding has been allocated to schools based on rates of disadvantage. Over two million tuition courses have started since 2020, and six million courses will be delivered by 2024.<\/p>

Education is a devolved matter, and the response outlines the information for England only.<\/p>

The great majority of school funding in England is allocated through the National Funding Formula (NFF).<\/p>

The NFF allocates 17.4% of all funding in 2022/23 through additional needs factors to target pupils most likely to fall behind and need extra support. Alongside the NFF, the Pupil Premium provides additional funding to help schools tackle educational underachievement by children from disadvantaged backgrounds. The total funding directed through the NFF\u2019s additional needs factors and through the Pupil Premium over the last five years is shown in the attached table.<\/p>

Within the figures attached, the low prior attainment factor (LPA) in the NFF specifically targets pupils who did not reach the expected standard at the previous stage. The table attached also shows the amount of funding provided to schools in England through the LPA factor in the schools NFF over the last five years.<\/p>

The department is also focusing on recovering from the disruption of the COVID-19 pandemic through an ambitious multi-year programme and has made available almost £5 billion for recovery since 2020.<\/p>

Reforms to support schools and drive improved attainment were set out in the Schools White Paper.<\/p>

The Department is funding 55 Education Investment Areas (EIA), of which 24 are Priority Education Investment Areas (PEIA). In each of the 24 PEIAs, the Department will make further investment available in addition to the significant support available to all EIAs. PEIAs will receive a share of around £40 million of funding to address local needs, and priority access to a number of other programmes offered by the Department.<\/p>

This is in addition to the targeted support provided by the pupil premium to help schools raise the attainment of disadvantaged pupils. Since its introduction, total pupil premium funding has increased from £600 million in the 2011/12 financial year to over £2.6 billion in the 2022/23 financial year. Per pupil funding rates are increasing by 2.7% in 2022/23, to their highest ever levels in cash terms.<\/p>

The education of disadvantaged children has been particularly affected by the impact of the COVID-19 pandemic. The Department is committed to helping these pupils to recover and help close the attainment gap. That is why recovery programmes are focused on those most in need.<\/p>

The Department is providing £1 billion to extend recovery premium funding over the 2022/23 and 2023/24 academic years. This will help schools deliver evidence based approaches to support disadvantaged pupils. It builds on the nearly £1 billion in flexible funding delivered to schools in the 2020/21 and 2021/22 academic years, through the catch up and recovery premia.<\/p>

The National Tutoring Programme (NTP) is helping pupils receive additional targeted support, including those who have been hit by disruption to their education as a result of the COVID-19 pandemic. Since the NTP began in November 2020, nearly 3 million courses have been started on the Programme.<\/p>

The 16-19 Tuition Fund offers courses to accelerate the progression of lower attaining students. Eligibility in the 2021/22 academic year was broadened to include economic disadvantage in addition to low prior attainment. The Department welcomes the Education Endowment Foundation\u2019s report and the contributions it has made to the Department\u2019s understanding of key issues around pupil wellbeing and attainment following the COVID-19 pandemic.<\/p>

Extended restrictions during the COVID-19 pandemic meant that many children and young people missed out on large amounts of face to face education.<\/p>

Helping children recover from the consequences of the pandemic is a key priority. The Department has made almost £5 billion available for a comprehensive recovery package to support children and young people to make up for education lost during the pandemic.<\/p>

The Department is providing a package of training, qualifications, expert guidance, and targeted support for the early years sector to support child development and recovery from the effect of the COVID-19 pandemic on the youngest and most disadvantaged children.<\/p>

The Department has funded the Nuffield Early Language Intervention (NELI), which improves the language skills of Reception age children following the pandemic. The programme targets children needing extra support with their speech and language development, and is proven to help them make around three months of additional progress.<\/p>

In February 2021, the Department announced a £22 million Accelerator Fund, which aims to scale up and spread effective literacy and numeracy programmes to ensure pupils have the best chance of catching up following the pandemic. The Department announced a £66 million extension to the fund for another 3 years. This will continue to develop and scale up the best-evidenced literacy and numeracy interventions.<\/p>

In addition, the Department\u2019s ongoing investment in English and mathematics curriculum hub programmes will support children to benefit from high quality teaching in early reading and maths respectively, including through phonics and Teaching for Mastery interventions.<\/p>

This year, schools funding is £4 billion higher than last year and it will rise by another £3.5 billion, on top of that, next year. This is an increase of over 15% in two years. These increases will enable head teachers to continue to concentrate funding in the areas that positively impact educational attainment, including high quality teaching and targeted support to the children who need it most, including those who are disadvantaged.<\/p>

The disadvantage gap index is designed as a national level indicator, and no regional breakdowns are produced or published.<\/p>

The provisional Key Stage 4 data release on 20 October 2022 contains regional level data for both disadvantaged and non-disadvantaged pupils, and this covers a number of headline measures, including Attainment 8 and the percentage of pupils achieving grades 9-5 in English and mathematics. This data shows the disadvantage gap at a regional level, but with a different methodology from the gap index.
