It is not possible, except at disproportionate cost, to establish the number of prisoners who have been released on ROTL to allow access to higher and further education in each of the last three years.<\/p>
<\/p>
There are four categories of ROTL: Resettlement Day Release (RDR), Resettlement Overnight Release (ROR), Special Purpose Licence (SPL) and Childcare Resettlement Licence (CRL). Prisons are required to record the reasons for each release on temporary licence choosing from the following options. They are not required to specify the level of education:<\/p>

The Ministry of Justice has responsibility for ensuring people are released from prison with a valid photo ID and a bank account. We recognise the importance of this support and have made changes so that Community Rehabilitation Companies (CRC) are clearly responsible for the provision of identification documents and bank accounts, as part of Through the Gate support to prisoners on release. We have invested an additional £22 million per annum to improve delivery of these vital services for the remainder of the CRC contracts.<\/p>
<\/p>
The Department for Work and Pensions (DWP) has responsibility for Universal Credit and Jobcentre appointments. We are working closely with the DWP to agree a National Partnership Agreement which sets out how the two Departments work together to support ex-offenders into employment. All probation providers must adhere to the published Policy Framework on Recall, Review and Re-Release of Recalled Prisoners, including on the steps Responsible Officers must take to satisfy themselves that a recall request is appropriate. The Policy Framework also contains the \u2018Recall Best Practice Guide: Working with Recalled Prisoners\u2019 for use by all probation and prison staff involved in the recall process.<\/p>
