The Government opted to prioritise primate welfare by using secondary legislation. This approach means that these regulations will be in place earlier than would have been possible under primary legislation.

Over 98% of respondents to our 2020 consultation and 97% of respondents to our 2023 consultation expressed support for the introduction of a new prohibition on keeping primates privately in England without a relevant licence.

The regulations ban the keeping of primates without a relevant licence, ensuring that only those keeping primates to the highest welfare standards can do so.

We have thoroughly considered our 2019 call for evidence, consultations and wider stakeholder engagement to ensure the introduction of robust and proportionate measures. This includes activities on breeding, where primate keepers will be required to meet minimum welfare and licencing standards and subject to veterinary control and oversight.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4055", "label" : {"_value" : "Biography information for Sir Mark Spencer"} } , "answeringMemberConstituency" : {"_value" : "Sherwood"} , "answeringMemberPrinted" : {"_value" : "Mark Spencer"} , "dateOfAnswer" : {"_value" : "2024-02-16", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "13310"} , {"_value" : "13432"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-16T08:35:45.71Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2024-02-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Primates: Pets"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, on what evidential basis the decision not pursue a ban on the keeping of primates was made.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4382", "label" : {"_value" : "Biography information for Daniel Zeichner"} } , "tablingMemberConstituency" : {"_value" : "Cambridge"} , "tablingMemberPrinted" : [{"_value" : "Daniel Zeichner"} ], "uin" : "13309"} , {"_about" : "http://data.parliament.uk/resources/1687871", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1687871/answer", "answerText" : {"_value" : "

I recognise the concerns that have been expressed regarding the welfare of primates kept as pets, given the complex needs of these animals. Therefore, we will issue a Call for Evidence to better understand: (i) the scale of ownership of primates as pets, (ii) how they are acquired, and (iii) the merits and impacts of potential restrictions on ownership, sale, breeding and trade.
