This Government is committed to providing the police with the powers they need to protect the public. On 31 August 2023, this Government announced a raft of changes to strengthen the police disciplinary system, which will see corrupt police officers swiftly identified and robustly dealt with.<\/p>

That includes handing responsibility for chairing misconduct hearings back to senior police officers, introducing a presumption of dismissal for gross misconduct and clarifying a route to remove officers who are unable to maintain vetting. Details of these changes can be found here:

The Government implemented a major overhaul of police complaints and discipline in February 2020. These reforms included ensuring that those making a formal complaint against the police have a right to an independent review either by their local Police and Crime Commissioner or by the Independent Office for Police Conduct (IOPC) depending on the circumstances of the complaint. Forces have the option of involving another force\u2019s Professional Standards Department if appropriate. The IOPC oversees the complaints system, producing statutory guidance and publishing statistics on force performance on handling complaints to ensure consistency.<\/del> The most serious misconduct allegations must be referred immediately by forces to the IOPC for consideration and investigation at the IOPC\u2019s discretion. The Government has undertaken to review the effectiveness of the IOPC later this year. The Home Affairs Committee published its own assessment of police conduct and complaints in March 2022. In February 2020, the Government introduced a package of reforms to strengthen the police discipline system and help speed up proceedings, including the introduction of a 12-month trigger on police discipline investigations which requires the investigating body - whether the IOPC or a Professional Standards Department in a police force - to provide a written explanation for the delays, the planned steps to bring the investigation to a conclusion and the estimated completion date. This is sent to the local policing body.<\/p>

A number of referrals have been made to the Independent Office for Police Conduct in relation to Operation Midland. \u201cVictim\u201d is a commonly accepted term across a wide range of guidance, including the statutory Code of Practice for Victims of Crime (Victims\u2019 Code\u2019) which sets out the services that victims should receive from the criminal justice system following the crime. The Home Office does not hold information on how many police officers are suspended pending investigation or how many investigations where an officer has been suspended have taken longer than 12 months to complete.<\/p>

The chief officer of a police force has the discretion to suspend an officer during an investigation, depending on the circumstances of the case.<\/p>

The average investigation by police forces into complaints took 158 days (2018/19) \u2013 a fall from 173 days the previous year. Since the launch of the Independent Office for Police Conduct in January 2018, the IOPC has completed 93% of its investigations in under 12 months.<\/p>

On 1 February 2020 the Government implemented reforms to improve the efficiency, accountability and proportionality of the police discipline system.
