The Community Pharmacy Contractual Framework 2019-24 (CPCF) five-year deal commits £2.592 billion each year to the sector. The deal sets out the vision for how community pharmacy will support the NHS Long Term Plan by being better integrated into the National Health Service, delivering more clinical services and becoming the first port of call for minor illness. A range of clinical services have been introduced under the deal including blood pressure checks and minor illness referrals from general practitioners and NHS 111 which can be delivered by all community pharmacies in England, Leicestershire and Bosworth.<\/p>

In September 2022, we announced a £100 million investment into pharmacy for the remainder of the five-year deal. The agreement also includes new and expanded services in community pharmacy. We will enable community pharmacists across England to manage and initiate contraception and provide extra support for patients newly prescribed anti-depressants. The Community Pharmacy Contractual Framework (CPCF) 2019-2024 sets out the ambition for community pharmacy to be better integrated in the National Health Service, provide more clinical services and contribute to improving public health and prevention.<\/p>

Under the Community Pharmacist Consultation Service, staff in general practices and NHS 111 can refer patients to community pharmacies for advice and treatment of minor illnesses. The Blood Pressure Checks Service enables community pharmacists to identify undiagnosed cases of hypertension in the community and offer blood pressure checks. Under the Discharge Medicines Service, hospitals can refer patients recently discharged to a community pharmacist for support with their medication. All pharmacies are now also Healthy Living Pharmacies and have trained Health Champions on site who engage in local community outreach to improve health and reduce health inequalities. The Government has put in place an unprecedented financial package during the COVID-19 pandemic, providing support to all businesses, including community pharmacies. We have also made £370 million in advance payments to alleviate cash flow pressures and have provided extra funding to cover the costs of Bank Holiday opening, a new medicine delivery service for shielded patients, and measures taken by community pharmacy to support social distancing. For June to September 2020, there has also been an increase of £15 million per month to reimbursement prices of the most commonly prescribed generic medicines.<\/p>

Additional funding, for costs incurred during the peak of the pandemic, is being actively discussed with the sector. The implementation of the National Health Service Five Year Forward View has taken into account the findings of the Murray Review. NHS England has seen progress in a number of areas to implement the recommendations. For example the Pharmacy Integration Fund has supported a pilot in the North East of referral from NHS 111 to community pharmacies for minor illness and the national \u2018stay well campaign\u2019 continues to highlight the role of community pharmacy in this area. We are aware of locally commissioned schemes addressing hypertension. Minor ailment services are currently commissioned locally by the National Health Service according to need. However a national minor illness scheme is in development, building on a pilot digital minor illness referral service (DMIRS) that commenced last year in the North East. This scheme provides direct referrals from NHS 111 to community pharmacy. Three further DMIRS pilots, supported by the Pharmacy Integration Fund, are due to be launched by early autumn 2018, in Devon, London (in a phased approach), and East Midlands. The areas will be adopting the same model used in the North East with some minor adaptations dependent on the local NHS 111 case mix.
