We are carrying out a post-implementation review of the Microchipping of Dogs (England) Regulations that came into effect in 2016, which will consider whether improvements can be made to the current regime, including the operation of the databases.<\/p>

Database operators are commercial enterprises which offer a range of services and provide choice for pet owners. We are confident that improvements can be made to the current regime.<\/p>

The Government is committed to microchipping pets. There has not been Government spending on specific campaigns to encourage microchipping of cats and dogs in in the last three years. However, the Government promotes microchipping in the statutory codes of practice for the welfare of cats, dogs and horses. In addition, the Government\u2019s Petfished campaign, which encourages responsible pet acquisition, advises people to ask whether a cat or dog is microchipped before buying.<\/p>

The Microchipping of Dogs (England) Regulations came into effect in 2016 and we launched a public consultation on compulsory cat and dog microchipping and scanning in England in December 2020 which highlighted the importance of cat and dog microchipping.<\/p>

<\/p>

The Equine Identification (England) Regulations 2018 require that all equines in England (except those semi-wild ponies permanently resident in certain designated areas) must be microchipped from 1 October 2020. Government comms campaigns were launched in July and September 2020 to remind those in England with horses born before 1 July 2009 (which were provided with a grace period in the interim) of the legal requirement to have them microchipped by 1 October 2020. Details of the cost of these campaigns is not however available.<\/p>

All dogs in England must already be microchipped under the Microchipping of Dogs (England) Regulations 2015, unless they are certified as exempt. We committed in our Manifesto, and reaffirmed this commitment in our Action Plan for Animal Welfare, to introduce compulsory cat microchipping and are currently considering the responses to our recent consultation on the issue.<\/p>

Recent data suggests that the cost of microchipping an animal is £17 on average. We are aware that some organisations offer free microchipping of dogs.<\/p>

We consulted on compulsory scanning of microchips in the recent consultation on Cat and Dog Microchipping and Scanning in England. We are currently analysing the responses and we will respond to the consultation in the autumn.<\/p>

We have worked closely with the veterinary profession and jointly agreed that the principle of scanning healthy dogs prior to euthanasia should be incorporated in the guidance that underpins the Code of Professional Conduct for Veterinary Surgeons. The Government agrees with the British Veterinary Association (BVA) that it is good practice for veterinary practices to scan dogs that are presented to them and particularly at the first appointment. However, the Government supports BVA\u2019s position that vets should not be legally required to do so, due to the impact it could have on the vet-owner relationship. On 23 April 2019, the BVA met campaigners to discuss this issue.
