Under the Functional Assessment Service (FAS) contracts which went live on 9 September 2024, assessment suppliers will deliver the Health Assessment Advisory Service on behalf of the department. These FAS contracts are central to the improvements we are making to health assessments.

Individuals now only need to deal with one supplier for the assessment of their health condition or disability, providing a simpler and more straightforward service. Each supplier including Maximus, will be held accountable to the same service delivery performance standards set by the department. Over the longer term, this will enable us to introduce a new integrated Health Assessment Service, which is being developed and built by the DWP Health Transformation Programme.

The department conducted an open and transparent procurement under the Public Contract Regulations in line with Government policies and considered the quality of assessments, the experience for individuals, as well as the value for money offered by each of the bids.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/163", "label" : {"_value" : "Biography information for Sir Stephen Timms"} } , "answeringMemberConstituency" : {"_value" : "East Ham"} , "answeringMemberPrinted" : {"_value" : "Sir Stephen Timms"} , "dateOfAnswer" : {"_value" : "2024-10-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-14T15:23:39.803Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2024-10-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Personal Independence Payment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, what recent assessment she has made of the adequacy of preparations made by Maximus for processing Personal Independence Payment claims.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4464", "label" : {"_value" : "Biography information for Melanie Onn"} } , "tablingMemberConstituency" : {"_value" : "Great Grimsby and Cleethorpes"} , "tablingMemberPrinted" : [{"_value" : "Melanie Onn"} ], "uin" : "7462"} , {"_about" : "http://data.parliament.uk/resources/1731170", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1731170/answer", "answerText" : {"_value" : "

Regular reviews are a key feature of Personal Independence Payment (PIP) and ensure that payments accurately match the current needs of claimants. Awards can be paid at one of eight rates dependent on the claimants needs. Award durations are based on the likelihood of claimant’s needs changing.

Award durations can vary from nine months to an on-going award. Guidance ensures that those claimants on the highest level of support whose needs will not improve receive an ongoing award of PIP with a light touch review at the 10-year point.

We understand that assessments can be stressful for some claimants which is why reviews are carried out without the need for the claimant to attend an assessment where sufficient and robust evidence is provided. Where an assessment is required, our Assessment Providers will choose the most appropriate method such as a phone, video or in-person assessment.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/163", "label" : {"_value" : "Biography information for Sir Stephen Timms"} } , "answeringMemberConstituency" : {"_value" : "East Ham"} , "answeringMemberPrinted" : {"_value" : "Sir Stephen Timms"} , "dateOfAnswer" : {"_value" : "2024-10-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-14T13:22:59.513Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2024-10-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Personal Independence Payment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, whether she has made an assessment of the potential impact of the PIP review process on (a) vulnerable and (b) disabled claimants.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : "http://data.parliament.uk/members/5122", "tablingMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "tablingMemberPrinted" : [{"_value" : "Manuela Perteghella"} ], "uin" : "6897"} , {"_about" : "http://data.parliament.uk/resources/1731238", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1731238/answer", "answerText" : {"_value" : "

The consultation entitled Modernising Support for Independent Living: the health and disability green paper ran for 12 weeks and closed on Monday 22 July. We received over 16,000 responses, demonstrating the depth of feeling about this important policy area. The consultation explored a range of policy proposals developed by the previous Government, including options for alternatives to cash support.

We will be considering our own plans for social security in due course. As we develop proposals, we will consider the potential impacts of reform on disabled people. This government is committed to championing the rights of disabled people and people with health conditions, and to the principle of working with disabled people so that their views and voices are at the heart of all that we do.

We continue to prioritise new claims to PIP to ensure claims are put into payment as quickly as possible. Unfortunately, this means many customers are waiting longer than expected for their review to be undertaken.

We have been actively recruiting additional Case Managers to meet increased demand for PIP, which means we are now in a position to begin to deploy additional resource onto award reviews. This will increase the number of review cases we can complete ‘in house’.

We have just moved to a new contract for the delivery of health assessments and our new suppliers will be taking steps to ensure they have sufficient capacity to deliver the required volume of assessments. However, this may take time and there is an extensive training period for new Healthcare Professionals to ensure quality standards are maintained.

We have introduced processes to increase efficiency and move cases through the system more quickly:
