The Department of Health and Social Care is in discussions with the Department for Education about providing an Equivalent or Lower Qualification exemption to the student finance rules for paramedicine. Subject to the outcome of these discussions and availability of the necessary funding, those studying paramedicine as a second degree could access tuition fee and maintenance loan support if eligible and if so, would have access to the NHS Learning Support Fund.<\/p>
The Government keeps the funding arrangements for all pre-registration National Health Service health professionals\u2019 education under review, to ensure that students are appropriately supported. In doing so, it must make use of finite financial resources to balance the level of support students receive with the need to make best use of public funds to deliver value for money.<\/p>

As part of the reforms to healthcare education funding, we provided an exemption from equivalent or lower qualification (ELQ) rules for new students starting undergraduate pre-registration nursing, midwifery and certain allied health profession courses from academic year 2017/18 to allow students to receive support for these courses as a second course.<\/p>
Paramedic science courses were not included in the reforms noted above as they were not previously part of the NHS bursary system (paramedic science students were already part of the standard student finance system) and therefore they were not included in the list of allied health professions exempt from the ELQ rules.<\/p>"}

The Government is keen to minimise disruption and has put in place specific measures for allied health profession students, like paramedicine, that includes ensuring that students on placement have access to broadly equitable support as for NHS staff, such as being classed as essential workers for the purpose of testing and access to travel, school and childcare places, and having access to appropriate Personal Protective Equipment for placement duties.<\/p>
Health Education England (HEE) is working with system partners to ensure any impact on training and placements is minimised; including supporting universities to rearrange interrupted clinical placements and finding alternatives such as using simulation where that is appropriate.<\/p>
We know that the health and wellbeing needs of students must be prioritised and NHS England & Improvement and HEE have been working closely with universities and placement providers to ensure students have the support they need, including access to NHS mental health support.<\/p>
Ministers and officials from the Department for Education and the Department of Health and Social Care have regular discussions on these issues.<\/p>"}

The NHS Business Services Authority will publish the rules for the next academic year as soon as possible, as the funding provided as part of the current Learning Support Fund needs to be incorporated into the additional maintenance and childcare funding announced in December 2019.<\/p>
