The £25 million announcement for hospices and National Health Service palliative care services relates to 2019/20 only and is in addition to current grants from, and contracts with, the NHS. NHS England\u2019s expectation is that, as the NHS Long Term Plan progresses and more of the £33.9 billion additional investment becomes available to the front line, a separate funding stream of this nature should not be required. However, NHS England will keep this under review.<\/ins><\/p>

Levels of NHS-funded hospice care provision are determined locally by clinical commissioning groups and they are responsible for ensuring that the services they commission meet the needs of their local population. Much of the palliative care patients receive will be provided either in outpatient or community settings, by nurses, community teams or general practitioners as part of general NHS services provision, rather than as an identified palliative care service. In such services, data are either not available or do not identify palliative treatment. In addition, social and voluntary sector organisations can provide additional support to patients and the end of life. As with the vast majority of NHS services, the funding and commissioning of palliative and end of life care, is a local matter, over which individual National Health Service commissioners have responsibility. Local commissioners are best placed to understand the needs of local populations and commission services to meet those needs accordingly.<\/p>

As part of the £20.5 billion a year for the NHS, NHS England is working with the Department to develop a long-term plan, details of which will be published later this year. The Government set out its commitment to everyone at the end of life in the Government response to the independent Review of Choice in End of Life Care and pledged to support local leaders to prioritise and improve end of life care.<\/p>

NHS England is developing a per-patient funding system for palliative care, which will support greater quality and choice in end of life care. The aim has been to ensure that palliative care in all settings, including hospices, is funded fairly and transparently.<\/p>

The Government also promotes the National Palliative and End of Life Care Partnership\u2019s Ambitions for Palliative and End of Life Care: a national framework for local action 2015-2010<\/em> which sets out six \u2018ambitions\u2019 for local delivery of end of life care.
