Any sexual activity with a child under 16 is a criminal offence, regardless of whether consent is given. Any non-consensual sexual activity is also a crime, whatever the age of the victim and whatever the relationship between the victim and perpetrator.<\/p>

I recognise that there are concerns about those who might abuse their position of power over a 16 or 17-year-old to pressure them into engaging in a sexual relationship. Such behaviour is very likely to be caught by the robust laws we already have in place,<\/p>

However, we remain absolutely committed to protecting children and young people from sexual abuse and we want to ensure that existing offences are being used effectively to tackle this behaviour, and that those working with young people understand their responsibilities and act appropriately.<\/p>

Police, including the Metropolitan Police Service, are operationally independent of Government. We work with law enforcement agencies to better understand the challenges they face and, where appropriate, to help strengthen their response to the abuse and exploitation of vulnerable children.<\/p>


In 2016 the Home Secretary commissioned HMICFRS to produce quarterly reports, monitoring the Metropolitan Police Service\u2019s (MPS) progress in improving its protection of young people from harm and abuse. The quarterly Child Protection Inspections took place between 2017-2018. Following Operation Optic agencies including Northumbria Police committed to a multi-agency action plan to ensure safeguarding and ongoing support to victims, including the provision of dedicated support officers and the offer of bespoke counselling.<\/p>


The Government wants to ensure that all victims of sexual abuse and exploitation get the support they need, whether they are a child or an adult. We provide funding for victim support services across the country, which victims can access throughout their lifetime, whether they are involved in a criminal justice process or not.<\/p>


In 2018/19, the Ministry of Justice allocated almost £1.7m to Northumbria PCC to provide support to victims in the area, including £116K specifically for services supporting victims of child sexual abuse. DFID is committed to reducing violence through dedicated investments to protect children, alongside interventions embedded in wider development and humanitarian programming.<\/p>

All DFID programmes, including those preventing violence against children, are subject to high levels of scrutiny to ensure they are effective and are making the best possible use of resources to maximise impact on poor people\u2019s lives. Before approval is given to DFID programmes to begin implementation, a business case will go through a robust design and assurance process, based on HM Treasury\u2019s five case model. All DFID programmes are then subject to continuous monitoring and an annual review process that assesses results achieved and value for money.<\/p>

DFID has invested in rigorous evaluations of interventions to prevent violence against women and children across 12 countries in Africa and Asia through its What Works to Prevent Violence Programme. This has demonstrated significant reductions in violence. This Government attaches the highest priority to tackling grooming and all forms of sexual exploitation and to ensuring that all victims, whether they are a child or an adult, get the protection and support they need. Impartial advocacy for victims of sexual exploitation and abuse, and their families, is a key part of this, and is integral to the support the Government funds, including the role of Independent Sexual Violence Advisors.<\/p>

In each of the last three years the Government has allocated around £7.2m in funding to sexual violence support services to provide independent, specialist support to female and male victims of sexual violence, including victims of child sexual abuse. This includes £1.7m to rape support services across England and Wales to provide specialist support to victims of child sexual abuse and exploitation. A further £4.7m has been allocated to Police and Crime Commissioners specifically to commission services supporting victims of child sexual abuse and exploitation.<\/p>

The Government attaches the highest priority to tackling all forms of child sexual abuse and exploitation. We know from our work with police forces that child sexual exploitation, as perpetrated by groups, still happens in many areas of the country and can manifest in different ways.
We continue to prioritise child sexual abuse as a national threat, one of six such threats that require prioritisation by forces. We have provided significant extra investment through the Police Transformation Fund (PTF) to transform policing to respond to changing crimes and threats including crimes against vulnerable people such as child sexual abuse.<\/p>

Her Majesty\u2019s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) is satisfied that forces in England and Wales have identified child sexual exploitation as a priority within their work on organised crime.<\/p>
