The Home Office collects and publishes data on arrests as part of the annual \u2018Police Powers and Procedures\u2019 statistical bulletin. The most recent data up to the year ending March 2023 is available on gov.uk<\/a>. There is no specific offence of livestreamed child sexual abuse or exploitative behaviour. Arrest data is collected by broader offence group e.g. \u201csexual offences\u201d.<\/p>

The Home Office does not hold information relating to the nationality of victims of crime.<\/p>

However, the Government provides dedicated funding to the National Crime Agency and a network of Undercover Online Officers in Regional Organised Crime Units to tackle the highest harm child sexual abuse offenders, including those engaged in the livestreaming of child sexual abuse. The Government introduced the Online Safety Bill to Parliament on 17 March 2022. This ground breaking legislation will tackle the growing and evolving threat of child sexual exploitation and abuse (CSEA), including the transmission of sexually explicit material of children online.<\/p>

The Online Safety Bill sets out new duties on in-scope services to tackle illegal content. CSEA is named in the Bill as a priority offence, meaning companies must use systems and processes to minimise and remove this content. The Bill will also place a legal requirement on in-scope services to report online CSEA that they identify on their services. Ofcom can take enforcement action, including large fines, against companies that do not comply with their duties.<\/p>

Tackling online child sexual abuse remains a key priority for this Government. Investment in the National Crime Agency and UK forces has ensured offenders are identified and brought to justice.<\/p>

The National Crime Agency (NCA) leads the law enforcement response to online child sexual abuse working in collaboration with police forces across England. The NCA develops and disseminates intelligence in relation to online child sexual abuse to UK forces and NCA teams. This intelligence includes industry referrals of child sexual abuse, public reports, and intelligence generated by the NCA and international law enforcement.<\/p>

In cases where the NCA judges that an offence has occurred and the offender can be located, these cases, including the content, are disseminated to a police force, Region or NCA Investigations for action.<\/p>

The Government is firmly committed to tackling this horrific crime and keeping our children safe online here in the UK and working with partners around the world to address this complex and evolving threat.<\/p>

The UK\u2019s Online Safety Bill will, for the first time, place a duty on tech companies to keep their users safe, with a greater responsibility to remove and limit the spread of illegal content. We are also engaging with tech companies through our international partners to keep children safe from online sexual abuse, securing agreement to a G7 action plan which includes driving greater endorsement of the Voluntary Principles to Counter Online Child Sexual Exploitation and Abuse and to take meaningful action to report against progress.<\/p>

We are also continuing to work with law enforcement partners to improve technologies and capabilities to identify offending and bringing offenders to justice. This includes significant investment into the transformation of the Child Abuse Image Database programme, and the National Crime Agency resulting in an estimated 800 arrests or voluntary attendances, and an estimated 1,000 children safeguarded or protected every month.<\/p>

All companies in scope of the Online Safety Bill will need to remove and limit the spread of illegal content, including child sexual exploitation and abuse material. Services which are likely to be accessed by children will also be required to protect children from other harmful or inappropriate content.<\/p>

In addition, companies will have duties to protect children from encountering harmful content by means of their service, which could include protecting them from being directed to harmful content or activity on other sites. The regulator will undertake research and horizon-scanning to identify any cross-platform emerging issues, backed up by robust information-gathering powers.<\/p>

As set out in the Tackling Child Sexual Abuse Strategy, the Internet Watch Foundation is a vitally important partner and plays a crucial role in tackling online child sexual exploitation and abuse, including blocking access to child sexual abuse material.<\/p>

The Government routinely engages the Internet Watch Foundation including recently on addressing self-generated indecent imagery where we strongly support the joint Internet Watch Foundation and NSPCC \u2018Report Remove\u2019 initiative. The Home Office has also funded the Internet Watch Foundation to deliver a campaign helping both children and parents to understand the risks which can be posed online, specifically around youth-produced sexual imagery.<\/p>
