In the 2022 Autumn Statement, my right hon. Friend the Chancellor did not commit to new measures for early years, including maintained nursery schools (MNS).<\/p>

The department has increased funding to local authorities to increase the hourly rates they pay to childcare providers, including MNS, and we are providing additional support for all early years providers with their energy costs over the winter. Further, specifically for MNS, the department has already announced that an additional £10 million will be invested into MNS supplementary funding from 2023/24. This is in addition to the increase to supplementary funding in 2022/23, where the department increased the hourly funding rate by 3.5%, which is equivalent to the increase in the 3 and 4-year-old hourly funding rates. We have spent over £3.5 billion in each of the past three years on our early education entitlements and the government will continue to support families with their childcare costs.<\/p>

At the Spending Review on 27 October 2021, we announced that we are investing additional funding for the early years entitlements worth £160 million in the 2022-23 financial year, £180 million in 2023-24 and £170 million in 2024-25, compared to the current year. This is for local authorities to increase hourly rates paid to childcare providers for the government\u2019s free childcare entitlement offers and reflects cost pressures as well as anticipated changes in the number of eligible children. For 2022-23 we will increase the hourly funding rates for all local authorities by 21p an hour for the two-year-old entitlement and, for the vast majority of areas, by 17p an hour for the three- and four-year-old entitlement.<\/p>

The early years national funding formula has been designed to allocate our record investment in early years entitlement funding fairly and transparently across the country. As local authorities individually decided the funding levels of maintained nursery schools at that time, this means that there is a range of funding levels across the country.<\/p>

We have confirmed the continuation of maintained nursery school supplementary funding throughout the three year spending period, providing the sector with long-term certainty. For financial year 2022-23, we will increase the maintained nursery schools supplementary hourly funding rate by 3.5%, which is equivalent to the increase in the three and four-year-old hourly funding rates.<\/p>

The survey carried out by Early Education, NAHT, National Education Union and UNISON is a valuable contribution to our understanding of the maintained nursery schools. During the COVID-19 outbreak, we have provided unprecedented support to the early years sector by continuing to fund the free childcare entitlements, making grants and loans available and ensuring early years providers can access the Coronavirus Job Retention Scheme for their non-government funded income, and childminders the Self-Employment Income Support Scheme.<\/p>

While we recognise childcare attendance has been affected by the COVID-19 outbreak, we saw attendance rise over the autumn term from 482,000 on 10 September 2020 to 792,000 on 10 December 2020. On 17 December 2020, the government therefore announced a return to funding early years settings on the basis on attendance.<\/p>

Under these arrangements, local authorities should ensure that providers are not penalised for short-term absences of children (for example sickness, arriving late or leaving early, or a family emergency) through withdrawing funding but use their discretion where absence is recurring or for extended periods, taking into account the reason for the absence and the impact on the provider.<\/p>

The national lockdown announced by my right hon. Friend, the Prime Minister, on 4 January 2021 means the number of children attending childcare will drop although early years settings remain open for all.<\/p>

The next release is due on Tuesday 19 January 2021. We will be closely monitoring both parental take-up of places and the capacity and responses of providers and will keep under constant review whether further action is needed.<\/p>
