The Public Health Outcomes Framework (PHOF) includes two indicators which show the percentage of the population exposed to road, rail and air transport noise above a certain level. Indicator B14b shows the percentage of the population exposed to noise levels of 65 dB(A) or more during the daytime. Indicator B14b shows the percentage of the population exposed to noise levels of 55 dB(A) or more during the night-time. The PHOF online tool includes data for three assessment years: 2016, 2011 and 2006/7. This data shows that the percentage of the population exposed to 65 dB(A) or more during the daytime, changed from 5.2% in 2011 to 5.5% in 2016. The percentage of the population exposed to 55 dB(A) or more during the night-time changed from 8% in 2011 to 8.5% in 2016.<\/p>

Due to differences in the definitions of major roads, railways and airports and in modelling methodologies between the assessment years, comparisons should be interpreted with caution.<\/p>

Following the publication of the World Health Organization Environmental Noise Guidelines in 2018, the Interdepartmental Group on Costs and Benefits Noise Subject Group (IGCB(N)) was convened to consider any necessary updates to relevant government guidance. The IGCB(N) is a cross Government group led by the Department for Environment, Food and Rural Affairs, that provides analysis and advice relating to the quantification and valuation of noise impacts. Its membership includes health economists from the Department and noise and public health experts from Public Health England. The Government believes that it is important to minimise the noise impacts of the railway on its neighbours and on passengers. We have actively contributed to the development of the new European noise technical specification for interoperability that sets limits on noise from new and upgraded rolling stock.<\/p>

<\/p>

In the Government's most recent rail innovation competition, £2.75m of funding was awarded to projects aimed at reducing environmental impacts such as noise pollution. One of these projects will develop a noise barrier with an innovative design that will deflect noise upwards in order to reduce noise at a level comparable to a barrier of three times the height.<\/p>

Under the UK Marine Strategy, the UK Government is working to ensure underwater noise generating human activities do not pose a significant risk to marine ecosystems. We currently have a limited understanding of the distribution of noise in UK seas and its impact on vulnerable species. To address this in relation to sources of continuous noise such as shipping, the UK has established a noise monitoring network, consisting of long term monitoring stations deployed in coastal waters. The information from this monitoring network will be matched with species distributions and used to inform future policy.<\/p>

<\/p>

In order to reduce impacts, developments such as offshore wind farms are required to have pre and post consent monitoring plans which are managed by the Marine Management Organisation. For example, a Marine Mammal Mitigation Plan lists the appropriate mitigation measures that should be utilised during offshore activities that are likely to produce underwater noise and vibration levels capable of potentially causing injury and disturbance to marine mammals. Government departments including Defra and BEIS are working together to look at how underwater noise can be managed more strategically to reduce harm.<\/p>

<\/p>

On land, the Government is committed to ensuring that noise is managed effectively in order to promote good health and quality of life. We have protections in place to avoid significant noise impacts through our planning system, our environmental permitting systems, in vehicle and product standards, and noise abatement legislation. Defra works with other Government departments whose policies could potentially impact on noise levels.<\/p>

<\/p>

National Planning Policy Guidance sets out requirements for noise to be considered for new developments with particular consideration given to development affecting designated sites. Our network of designated sites are afforded the highest level of protection. Planning authorities must consider the potential impact of activities and works on or near these sites before granting consent. The Government is committed to ensuring that noise is managed effectively in order to promote good health and quality of life. We have strong protections in place to avoid significant noise impacts in our planning system, our environmental permitting systems, in vehicle and product standards, and noise abatement legislation.<\/p>

The Government has not made a specific assessment of the effectiveness of local authorities (LA) in reducing incidents of noise pollution. LAs are the main enforcers of the statutory noise nuisance regime, and the Chartered Institute of Environmental Health undertakes voluntary surveys of noise complaints and LA enforcement.
