The Bill establishes integrated care boards (ICBs) as National Health Service bodies directly accountable for NHS spending and performance. The overwhelming majority of services paid for by the NHS will continue to be provided by NHS organisations.<\/p>

The work of ICBs will be driven by health outcomes, not profit with safeguards in place to protect the interests of the public and the NHS. The ICB chair has the power to veto membership of the board and NHS England has the power to issue guidance to ICBs in relation to appointments, alongside the robust requirements on ICBs to manage conflicts of interests. Since 2007, productivity in the National Health Service has outperformed the wider economy, growing at an average of 1% a year. In 2018/19, we believe that NHS productivity grew at 2.3%, greater than its 1.1% target.<\/p>

However, we expect that NHS productivity will have fallen considerably in 2020/21 because of increased spending on the COVID-19 response and due to reductions in elective and non-elective admissions to prevent further infections in hospitals. Data collection and assessment of the NHS against Financial Test 2 to achieve 1.1% productivity growth was also paused due to COVID-19.<\/p>

The National Health Service published the interim NHS People Plan on 3 June 2019. It sets out the long-term vision and immediate actions to meet the challenges of supply, reform, culture and leadership.<\/p>

Publication of the final NHS People Plan has been deferred to later this year, allowing the NHS to devote maximum operational effort to COVID-19 readiness and response. The Government is working with the NHS to identify a package of support for NHS staff to help them during the COVID-19 response. This is likely to involve accelerating some of the elements of the NHS People Plan related to staff health and wellbeing.<\/p>
