There has been an increase in cases of measles since the end of 2017 with close to 1,000 cases reported in 2018. However, the majority of these cases (628/966, 65%) are in individuals aged less than one year old and over 15 years i.e. those not in recently vaccinated age cohorts. Data is available at the following link:

An increase in mumps activity was observed in England in the first quarter (Q1) of 2019 with 795 laboratory confirmed mumps infections. Almost half (352/795, 44%) of the cases in Q1 were in unvaccinated individuals. This data can be viewed at the following link:

The World Health Organization confirmed that the United Kingdom had eliminated rubella in 2015. Between 2013-18 there were only 10 laboratory confirmed cases in England. This data can be viewed at the following link:

Public Health England routinely monitors coverage for the national immunisation programme, including the measles, mumps and rubella (MMR) vaccine on a quarterly and annual basis.

National coverage figures reported for the MMR first dose as measured at five years show coverage, which reached the World Health Organization recommended target level of 95% for the first-time last year, was 94.9% in England in 2017-18. Uptake of the second MMR dose by age five years in England was 87.2%. The 2017/18 data can be viewed at the following link:

In January 2019 Public Health England, Public Health Wales, The Public Health Agency in Northern Ireland and Health Protection Scotland published the UK Measles and Rubella elimination strategy 2019. A copy is attached.

The strategy sets out four core components required to maintain elimination of measles and rubella: achieving and sustaining very high coverage (more than or equal to 95%) with two doses of measles, mumps and rubella vaccine (MMR) through the routine childhood immunisation programme; providing opportunities for MMR catch-up to all susceptible population groups over five years old; strengthening surveillance systems by rigorous case investigation and laboratory confirmation of suspected sporadic cases and outbreaks; and improving the availability and use of high-quality, evidence-based information for health professionals and the public on measles and MMR.

A multi-agency group has been established to take forward the actions in the strategy in England. Local teams including those in London are expected to work with local stakeholders to develop a measles and rubella elimination action plan.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4019", "label" : {"_value" : "Biography information for Baroness Blackwood of North Oxford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Blackwood of North Oxford"} , "attachment" : {"_about" : "http://data.parliament.uk/resources/1056476/answer/attachment/1", "fileName" : {"_value" : "UK_measles_and_rubella_elimination_strategy.pdf"} , "title" : "HL13528 attached information"} , "dateOfAnswer" : {"_value" : "2019-02-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-02-18T14:16:16.617Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-02-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "MMR Vaccine"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government how they plan to reverse the declining uptake in MMR vaccines, particularly in London, in order to retain the UK’s elimination status for measles and rubella.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/259", "label" : {"_value" : "Biography information for The Marquess of Lothian"} } , "tablingMemberPrinted" : [{"_value" : "The Marquess of Lothian"} ], "uin" : "HL13528"} , {"_about" : "http://data.parliament.uk/resources/713496", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/713496/answer", "answerText" : {"_value" : "

In November 2016 a measles and rubella elimination strategy group was established to oversee the development of a United Kingdom-wide Measles and Rubella elimination strategy, which will outline the UK’s renewed commitment to the World Health Organization targets and make recommendations for further action.

Public Health England (PHE) and NHS England work closely with providers at a local level to target specific communities where uptake of the Measles Mumps and Rubella vaccine is known to be poor, as well as widening access by commissioning a range of alternative providers to complement existing general practitioner activities and community health service delivered immunisations.
