The Ministry of Justice has committed to ringfenced funding to increase the number of Independent Sexual and Domestic Violence Advisors (ISVAs/IDVAs) by 300 to over 1000 by 2024/25 - a 43% increase on the number of ISVAs and IDVAs over the next three years. This builds on the funding provided in 20/21 and 21/22 to recruit c700 ISVA and IDVA posts. We are distributing this ringfenced funding to Police and Crime Commissioners (PCCs) to recruit ISVAs and IDVAs in their local areas. Recruitment for the additional 300 posts commenced in May 2022, and we are currently working closely with PCCs to track progress of this recruitment. In addition to this funding, PCCs also have discretion to use core victim support grant funding for additional ISVAs and IDVAs, based on their assessment of local need.

The MoJ has information on ISVAs and IDVAs funded from 20/21, which is when the specific ringfenced funding was introduced.

In addition, the Department has committed to supporting ISVAs and IDVAs through measures published in the draft Victims Bill. The Bill will introduce a definition of IDVA and ISVA roles, a power for the Secretary of State to issue statutory guidance on these roles, and a duty on agencies and those who work with victims to have due regard to the guidance.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4362", "label" : {"_value" : "Biography information for Edward Argar"} } , "answeringMemberConstituency" : {"_value" : "Charnwood"} , "answeringMemberPrinted" : {"_value" : "Edward Argar"} , "dateOfAnswer" : {"_value" : "2022-12-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-12-08T15:35:59.137Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2022-11-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Independent Sexual Violence Advisers"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, how many full-time equivalent independent (a) domestic and (b) sexual violence advisers have been funded by his Department in each of the last five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4640", "label" : {"_value" : "Biography information for David Linden"} } , "tablingMemberConstituency" : {"_value" : "Glasgow East"} , "tablingMemberPrinted" : [{"_value" : "David Linden"} ], "uin" : "99958"} , {"_about" : "http://data.parliament.uk/resources/1452762", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1452762/answer", "answerText" : {"_value" : "

Independent Sexual Violence Advisers (ISVAs), and Independent Domestic Violence Advisers (IDVAs), are commissioned by Police and Crime Commissioners (PCCs), through grant funding provided by Government for local practical, emotional and therapeutic support services for victims of all crime types, including sexual violence and domestic abuse. It is for PCCs to assess local demand and allocate this funding accordingly. The Ministry of Justice does not hold the specific information requested.

The Government is committed to ensuring victims of sexual violence and domestic abuse receive the support they need to cope and recover from the impact of crime. In 2021/22, the Ministry of Justice provided £150.5m for victim and witness support services, which is an increase of £16m from 2020/21 and compares to a total budget of £48.5m in 2010-2011. As part of this, we committed £276,926 to ISVA and IDVA training to enable training providers to increase their capacity to meet demand. We also committed £51m to specifically increase support for rape and domestic abuse victims, including a national investment of £27m over two years to fund up to 700 ISVAs and IDVAs, an increase of 44% on existing provision. This funding has mainly been distributed through Police and Crime Commissioners (PCCs) and the Rape Support Fund, including PCCs and organisations in Wales.

In addition, we have committed to increasing annual funding for Ministry of Justice victim support services to over £185 million per annum by 2024-25, an uplift of 85% from 2019-20. This includes funding to increase the number of ISVAs and IDVAs to over 1,000. We have also recently consulted on a Victim’s Bill, to make tangible improvements for all victims. This includes reviewing what more can be done to strengthen victim advocate roles such as ISVAs and IDVAs, reviewing join-up across agencies, standards, guidance and frameworks.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2022-03-30", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-03-30T15:48:42.257Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2022-03-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Independent Sexual Violence Advisers"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, how many trained Independent Sexual Violence Advisers were working with police forces in England and Wales in each of the last five years for which figures are available.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1489", "label" : {"_value" : "Biography information for Dawn Butler"} } , "tablingMemberConstituency" : {"_value" : "Brent Central"} , "tablingMemberPrinted" : [{"_value" : "Dawn Butler"} ], "uin" : "143612"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
