It is assumed that the question refers to clause 24 of the Summer 2015 Finance Bill: relief for finance costs related to residential property businesses.<\/p>

To make the tax system fairer, the Government will restrict the amount of tax relief landlords can claim on property finance costs (such as mortgage interest or interest on loans to buy furnishings) to the basic rate of tax. This will ensure that landlords with the largest incomes no longer receive the most generous tax treatment. To give landlords time to adjust the Government will introduce this change over 4 years starting from April 2017.<\/p>

The government inherited a taper system withdrawing the personal allowance for those on incomes above £100,000 from the Labour government.<\/p>

The government has also inherited the largest deficit in post-war history due to unsustainable increases in government spending by the Labour government and the effects of the financial crisis. Because of this exceptional challenge we have been unable to remove the personal allowance taper to date. The government\u2019s focus has been on helping low and middle income earners.<\/p>

However, the government has committed to raising the higher rate threshold to £50,000 by the end of this parliament. This will lower taxes for middle and high income earners as it will increase the point before individuals start paying 40% income tax. The government wants to reduce the amount of income tax that people pay and rewarding those who want to work hard and progress.<\/p>
