All passholders are subject to vetting, and Parliament follows the Government vetting framework and is regulated by the Government\u2019s statement of vetting policy. Parliament\u2019s vetting processes draw on data provided by the relevant national authorities. More information can be found in Parliament\u2019s National Security Vetting booklet<\/a>. I am constrained in what further I can share widely on Parliament\u2019s security measures.<\/p>

Parliament works with the relevant national authorities to keep all potential threats to Parliament, parliamentarians and parliamentary democracy under constant review and ensure our mitigations are appropriate. The work at Peers\u2019 Entrance during August and September 2022 was part of the same project as the work currently underway at Peers\u2019 Entrance. For security reasons the Houses do not publish capital expenditure on security mitigating projects as providing this level of detail could enable an individual to infer the extent and nature of the works, and thus the vulnerabilities which they were intended to mitigate.<\/p>

The Clerk of the Parliaments and Clerk of the House, as Accounting and Corporate Officers, have responsibility for approving final business cases for security projects across the Parliamentary Estate, subject to advice from the Finance Directors and other relevant officials. The Clerk of the Parliaments\u2019 decisions on security projects are informed by consultation with the House of Lords Commission, which ensures that the impact on Members is taken into account, and by the Finance Committee which receives regular reports regarding security expenditure. The Clerk of the House is informed by the equivalent groups and individuals in the House of Commons. Three contractors were given the opportunity to be issued an invitation to tender for the replacement front door at Peers\u2019 Entrance. Two contractors confirmed they wanted to bid for the works and were issued an invitation to tender. Costs for security are split between the House of Commons and House of Lords in accordance with an agreed ratio of 70:30. However, physical and operational security measures across Parliament benefit all users of the estate regardless of which House they are based in, so it would not be possible to determine the cost of security by House.<\/p>

The House of Lords\u2019 portion of security operating costs is published in the House of Lords Annual Report and Accounts; in 2021-22 this amounted to £18.26m. It is a firm requirement of the House authorities that all Parliamentary passholders must wear their security passes when they are on the Parliamentary Estate. The importance of pass-wearing was confirmed by the House of Lords Commission at its meeting on 13 September.<\/p>

Members of the House of Lords who do not comply with the requirement to wear their security passes on the Parliamentary Estate are liable to be challenged by Security Officers and others. Any cases where a member is persistent in not wearing their pass will be raised with the relevant Whips or with the Convenor of Crossbench Peers as necessary. In addition, spot checks on pass-wearing, assisted by mobile pass-readers on the Estate, will be conducted on a regular basis.
