We plan to publish in May an update to Approved Document B that will include a provision for sprinkler systems and new high-rise blocks of flats over 11 metres tall.<\/p>

The Government has been clear, building owners are responsible for making sure that any existing residential building has the appropriate fire safety in place, including the retrofit of sprinklers where necessary. Sprinklers are only one of the fire safety measures which can be provided in an overall fire safety package and an appropriate level of fire safety can be achieved without the need to retrofit sprinklers. Building owners should take advice from competent professionals and decide whether or not to retrofit sprinklers.<\/p>

As part of our work on fire safety, we have investigated the costs of a wide range of fire protection measures. The costs of retrofitting sprinklers varies widely depending on the nature and construction of the building in question. Building owners should assess the risks based on the building design and take action, in consultation with residents, if necessary.<\/p>

Sprinkler systems are already required through building regulations for high rise buildings over 30 metres. Our view remains that the retrofitting of sprinklers will not always be the most effective fire safety measure in existing residential buildings, but it should be for building owners to assess the risks based on the building design and take action, in consultation with residents, if necessary. I am aware that a number of local authorities are either taking, or considering taking, action on the retrofitting of sprinklers. Our proposals for a safety case review regime for existing buildings should also help owners and residents determine the most appropriate fire safety measures going forward. We are also focused on the position for new build, where it is easier to incorporate sprinkler systems from the outset. In May, the Prime Minister announced that the Government would fully fund the removal and replacement of unsafe Aluminium Composite Material cladding systems on social residential buildings 18 metres and over owned by councils and housing associations. MHCLG is allocating £248 million to replace cladding on 135 buildings.<\/p>

We will also provide financial flexibilities for local authorities who need to undertake other essential fire safety work, including retrofitting sprinklers where these are considered to be essential, but the Government is not providing funding for this work. Forty-four local authorities have contacted the department to discuss their options for funding fire safety work, including sprinklers, for buildings they own. In May, the Prime Minister announced that the Government would fully fund the removal and replacement of unsafe Aluminium Composite Material cladding systems on social residential buildings 18 metres and over owned by councils and housing associations. MHCLG is allocating £248 million to replace cladding on 135 buildings.<\/p>

We will also provide financial flexibilities for local authorities who need to undertake other essential fire safety work, including retrofitting sprinklers where these are considered to be essential, but the Government is not providing funding for this work. Forty-four local authorities have contacted the department to discuss their options for funding fire safety work, including sprinklers, for buildings they own.
