UK aviation operates in the private sector; and industrial relations are managed between the employers and the unions. Any instances of industrial action are for Gatwick to manage with their airlines, ground handlers and other organisations.<\/p>

A number of strikes were announced over the summer by ground handlers and service providers for passengers with reduced mobility at Gatwick. Department for Transport officials engaged with the airport and with ground handlers to ensure that robust plans were in place to manage disruption.<\/p>

We have been extensively engaging with industry at both ministerial and official level since the beginning of the year.<\/p>

<\/p>

We have asked the industry to develop schedules they can realistically deliver over the summer and welcome Gatwick's announcement on 17 June to temporarily cap capacity in July and August. This move will provide certainty to passengers.<\/p>

<\/p>

On 1 June, the Secretary of State and I chaired a meeting with airports, airlines and ground handlers in order to understand the specific issues they were facing over half term and the actions they were taking to result these.<\/p>

<\/p>

I am also chairing a Strategic Risk Group which meets weekly to bring together senior executives from across the sector to highlight issues, assess mitigations, and encourage collaborative working. Gatwick are a key partner in this group.<\/p>

During these meetings we have been clear, that the volume of late notice cancellations are unacceptable and airlines must have realistic schedules they can deliver.<\/p>

<\/p>

On 21 June the Secretary of State laid before Parliament regulations that will help airlines prevent last-minute flight cancellations during the summer peak. The regulations will allow a one-off \u201camnesty\u201d on airport slots rules, enabling airlines to plan ahead and deliver a realistic summer schedule that minimises disruption at the airports. Airlines will have a short window to hand back slots for the rest of the summer season that they are not confident they will be able to operate. This will help give passengers confidence in the schedules and more time to make alternative arrangements if they are needed, rather than face the kind of last-minute cancellations seen over the Easter and half-term holidays.<\/p>

<\/p>

On 30 June, the Secretary of State announced a 22-point plan, which sets out the measures the Government is taking to support the aviation industry, including to help recruit and train staff, ensure the delivery of a realistic summer schedule, minimise disruption, and support passengers when delays and cancellations are unavoidable. The Government recognised that while the issues was one for industry to solve, a series of targeted measures could support their efforts.<\/p>

Airlines are under an obligation to provide information to passengers on their rights in the event of a cancellation. In the event that a flight is cancelled where UK law applies, the consumers should be offered the choice between a refund within 7 days, or to be re-routed on similar conditions to their final destination, and they may be eligible for compensation.<\/p>

Gatwick Airport have recently informed the Secretary of State of their intention to prepare an application for development consent for the increased use of their emergency runway.<\/p>

The Department has not conducted a safety assessment on the basis that it will be for Gatwick Airport to prepare a safety, environmental, and economic case for the proposal which the Planning Inspectorate will examine through the development consent process.<\/p>

The Government published its Aviation Strategy 2050 consultation document in December 2018. Among other things, the document makes the case that airports are \u2018unique\u2019 multi-modal transport hubs, and should be recognised and treated as such.<\/p>

As the document sets out, the Government believes that the provision and funding of surface access infrastructure and services to airports is primarily the responsibility of the airport operator. But where there are significant non-airport public user benefits from changes and enhancements to the infrastructure and services, the Government has made clear it would consider making a funding contribution to reflect these.<\/p>

The Government will continue to review and update the current appraisal methodology to enable assessment of the validity of its funding policy.<\/p>

An assessment of the surface access requirements for Gatwick Airport was carried out by the Airports Commission and published in their final report (July 2015) which is available on-line.<\/p>
