Ministers and officials hold regular discussions with representatives of the petroleum sector on a range of issues, including fuel prices.<\/p>

The rural fuel duty rebate scheme allows around 125,000 people living in the UK\u2019s most rural communities, including on the Scottish mainland and Scottish Islands, to benefit from a five pence per litre fuel price cut. The government also recognises that fuel costs remain a significant part of business and household costs, particularly in rural areas. That is why at Budget 2018, the Chancellor announced the main rate of fuel duty would remain frozen for the ninth successive year, which by April 2020 will have saved the average driver a cumulative £1000 compared to pre-2010 escalator plans.<\/p>

The Government believes that it is essential that consumers get a fair deal and that a competitive market is the best way to keep prices low.<\/p>

The Office of Fair Trading last looked at fuel prices in 2013, and I expect its successor, the Competition and Markets Authority, to keep them under review.<\/p>

The Department continues to monitor fuel prices and publishes weekly reports at www.gov.uk/government/statistical-data-sets/oil-and-petroleum-products-weekly-statistics<\/a>. BEIS analysis is that changes in the price of crude oil are the main driver of changes in the national average retail prices of petrol and diesel and both rises and falls in crude oil price reach the pumps within 7 weeks. The Government does not believe that a monitoring body is necessary.<\/p>

To support British households and businesses, at Autumn Budget 2017, the government froze fuel duty for the eighth successive year. By April 2019, these freezes will have saved the average car driver a total of £850 compared to the pre-2010 escalator.<\/p>

The Department for Business, Energy and Industrial Strategy (BEIS) closely monitors average retail petrol and diesel prices and publishes these data regularly. This is available at:<\/p>

Using commercial reports of the wholesale fuel prices, analysis by the Department suggests that on average, at a national level, wholesale price changes are fully passed through into pump prices within 4-5 weeks. This time represents wholesale contractual arrangements and the time taken for fuel to be delivered to filling stations through the supply chain. There is no evidence to suggest that, for given changes in wholesale prices, retail prices rise faster than they fall.<\/p>

Fuel pumps are required by law to be of an approved design based on national and international standards including requirements for accuracy. Each pump must be tested and verified before use.
