A Joint Analysis of Conflict and Stability (JACS) process is context-dependent. It is triggered by specialist technical advice that new or updated joint analysis is needed. The decision to commission a JACS is ordinarily made by the Head of Mission or at Director-level in FCDO, as well as relevant senior leads in HMG departments. The process for conducting the assessment is available in a guidance note on GOV.UK at https://www.gov.uk/government/publications/joint-analysis-of-conflict-and-stability-jacs-guidance-note.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4210", "label" : {"_value" : "Biography information for Lord Ahmad of Wimbledon"} } , "answeringMemberPrinted" : {"_value" : "Lord Ahmad of Wimbledon"} , "dateOfAnswer" : {"_value" : "2024-02-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-20T15:02:56.71Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2024-02-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Foreign Policy"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what is the process for triggering a Joint Analysis of Conflict and Stability assessment; who makes that decision; and what is the process for conducting that assessment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/738", "label" : {"_value" : "Biography information for Lord Alton of Liverpool"} } , "tablingMemberPrinted" : [{"_value" : "Lord Alton of Liverpool"} ], "uin" : "HL2160"} , {"_about" : "http://data.parliament.uk/resources/1486018", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1486018/answer", "answerText" : {"_value" : "

The role of soft power is being considered as part of the Integrated Review of Security, Defence, Development and Foreign Policy. This will be informed by the conclusions of the cross-government work already undertaken on our strategic approach to this area.

The UK has huge soft power strengths and the FCDO is supporting these, for example through our funding of the British Council, BBC World 2020 programme and Chevening, Marshall and Commonwealth Scholarships. Our determination to work as a force for good in the world is an important part of our soft power, as we are seeing through our hosting of COP26, which is showcasing our leadership on climate, the introduction of 'Magnitsky' sanctions to hold human rights abusers to account, and our support for a globally accessible Covid-19 vaccine.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4057", "label" : {"_value" : "Biography information for Nigel Adams"} } , "answeringMemberConstituency" : {"_value" : "Selby and Ainsty"} , "answeringMemberPrinted" : {"_value" : "Nigel Adams"} , "dateOfAnswer" : {"_value" : "2020-12-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-12-14T08:44:11.69Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2020-12-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Foreign Policy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether his Department has a soft power strategy.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4082", "label" : {"_value" : "Biography information for Lisa Nandy"} } , "tablingMemberConstituency" : {"_value" : "Wigan"} , "tablingMemberPrinted" : [{"_value" : "Lisa Nandy"} ], "uin" : "126855"} , {"_about" : "http://data.parliament.uk/resources/1180713", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1180713/answer", "answerText" : {"_value" : "
