As an independent coastal state, the UK now sets catch limits through negotiations with other coastal states, led by the best available science. In line with the sustainability objective in the Fisheries Act 2020, our aim is to achieve environmentally sustainable outcomes as well as socio-economic benefits. The UK Joint Fisheries Statement, published last November, lists 43 Fisheries Management Plans (FMPs) to be developed across the UK and sets out a timetable for their publication. The FMPs will set out policies to maintain or increase stocks to sustainable levels (or contribute to doing so). Our FMPs will contain short-, medium- and long-term time bound actions to be delivered over the lifetime of the plan. HM Government is committed to sustainable fishing and the principle of Maximum Sustainable Yield (MSY) as set out in the 25 Year Environment Plan and our Fisheries White Paper.<\/p>

The draft Joint Fisheries Statement (JFS) included a list of proposed Fisheries Management Plans (FMPs) around the UK with a timetable for their publication. FMPs will be evidence-based action plans developed with fishermen and stakeholders to deliver sustainable fisheries for current and future generations.<\/p>

The £100 million UK Seafood Fund (UKSF) is being used to reform and modernise infrastructure, encourage new entrants to the industry and ensure the best science research and technology is used in fisheries management. One of the key objectives of the Fund is to enable an environmentally sustainable fishing industry that gives most value for money and reflects the long-term needs of the sector.<\/p>

In addition to the UKSF, HM Government delivers an annual investment of £32.7 million to support the fishing and seafood sectors and protect the marine environment. Funding is divided between each of the four fishing administrations and is designed to deliver grant funding schemes, support evidence gathering and protect our waters. The Fisheries and Seafood Scheme invests at least £6 million annually to help support the long-term sustainability, resilience, and prosperity of the seafood sector in England. We recently published our Marine Strategy Part One assessment on the health and resilience of our marine ecosystems, including progress towards achieving our objective of good environmental status in UK waters.<\/p>

As an independent coastal state, we are committed to working closely with our partners including the EU, Norway and Faroe Islands to manage shared stocks sustainably and share fishing opportunities on a fair and scientific basis. The UK Government\u2019s ambition is to set a gold standard for fisheries management to achieve sustainable fisheries safeguarding stocks and the environment for the long-term. At front and centre of the Fisheries Act is the set of fisheries objectives which will be followed by detailed policies in the Joint Fisheries Statement to deliver sustainable fishing.<\/p>

<\/p>

Underpinning this new framework is our commitment to sustainability \u2013 supporting future generations of fishermen while allowing our marine environment to thrive. It enshrines in law the Government\u2019s manifesto commitments for sustainable fishing, restating our commitment to Maximum Sustainable Yield by including the \u2018Sustainability Objective\u2019 and \u2018Precautionary Objective\u2019 to achieve MSY. Furthermore, the Act contains a \u2018Bycatch Objective\u2019 seeking to reduce the wasteful practice of discarding fish; an \u2018Ecosystem Objective\u2019 to minimise and, where possible, eliminate negative impacts on marine ecosystems; and a new \u2018Climate Change Objective\u2019 which recognises and combats the impact of fishing on the health of our oceans and our planet. The UK Government remains fully committed to sustainable fisheries management and the principle of maximum sustainable yield (MSY). This will not change once we are outside the EU.<\/p>

<\/p>

In recent years we have successfully introduced a range of selectivity and spatial avoidance measures in our fisheries to help reduce unwanted bycatch and discarding, including cod in the Irish Sea nephrops fishery. In the North Sea, a fleet of vessels participating in an annual scheme to fully document catches have successfully cut their unwanted catch of unmarketable fish, including undersized fish, from their mixed fishery. We also continue to take a strong and principled position on sustainable fishing internationally, including most recently calling for reductions in catches of yellowfin tuna at the Indian Ocean Tuna Commission, and arguing against an in year increase in the total allowable catch for North East Atlantic mackerel as part of a balanced sustainable approach.<\/p>

<\/p>

The Fisheries Bill introduced to Parliament in October 2018 provides a framework to enable us to continue to push for more stocks being fished at MSY and delivering our ambition for sustainable fishing in the future. The first clause will enact several sustainability objectives, one of which is to restore fish stocks to levels capable of producing MSY. The Bill provides for a binding duty on the UK and devolved administrations to produce a statutory Joint Fisheries Statement. This statement must include policies for the achievement of the sustainability objectives.<\/p>

The UK regularly reviews its annual allocation policy to ensure that fishing opportunities are allocated for the benefit of the whole of the UK, taking into account the needs of those within existing Producer Organisations (POs) and the needs of the under 10m fleet. The UK has long championed sustainable fisheries and we continue to place scientific-based management at the heart of policy. We continue to make progress towards more sustainable fishing, with more stocks than ever now being fished in line with their Maximum Sustainable Yield. This year, there will be 29 stocks that are of interest to the UK and which will be fished at or below Maximum Sustainable Yield - an increase on 2016.
