At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government's position, as set out by my rt. hon. Friend the Prime Minister to the House on 22 February, is that the UK will be stronger, safer and better off remaining in a reformed EU.<\/p>

We currently expect our electricity interconnector capacity with Europe to double by the early 2020s with studies showing they could deliver benefits to British consumers of almost £12 billion over 25 years. As the White Paper that the Government published in February on the process for withdrawing from the European Union makes clear, a vote to leave the EU would lead to a prolonged period of uncertainty, including on the nature of our access to the EU's single energy market.<\/p>

National Grid makes an assessment of the extent to which all GB interconnectors can be relied upon to provide electricity to GB when needed. The assumptions around electricity imports are informed by an assessment of connected markets, including consideration of their electricity margins, the wider network to which they are connected and the chance of coincident scarcity with the connected markets.<\/p>

The priority of this government is to ensure security of supply at the lowest cost to consumers. Where there are benefits to consumers of further interconnection, this will be identified through Ofgem\u2019s regulatory regime. In this way, we will ensure the efficient level of interconnection and a good balance between domestic generation and continental imports.<\/p>
In relation to the Capacity Market, National Grid advises on a sensible range for de-rating factors for interconnectors in the auction from which the Secretary of State will decide the final number. This mitigates the risk of relying too much on imports and ensures that the efficient amount of domestic capacity will always be secured in the auction.<\/p>

Electricity interconnection can lower consumer bills, improve security of supply and contribute towards decarbonisation.<\/p>
A number of interconnection projects are already progressing under Ofgem\u2019s regulatory regime1, designed to bring forward interconnection investment in the interest of GB consumers. This includes projects to France, Belgium, Norway, Denmark and Ireland, which have been assessed by Ofgem as offering over £11.8bn in consumer benefits. The Government has also supported a number of mature interconnector projects to benefit from access to European grant funding as Projects of Common Interest.<\/p>
Together these projects represent billions of pounds of infrastructure investment and aim to more than double our interconnection capacity by the early 2020s. This will make Britain more energy secure and will help lower consumer bills.<\/p>

The Government made clear in December 2011 when it announced its decision to develop a Capacity Market that interconnected capacity should in principle be able to participate within the mechanism. We have worked since that time to achieve this aim, including discussing this issue with the European Commission on a number of occasions.<\/p>
