While the government fully recognises the benefits of international educational opportunities, the government has decided that it was not in the UK's interests to seek continuing participation in the Erasmus+ programme.<\/p>

Under the Withdrawal Agreement negotiated with the EU, the UK will continue to participate fully in the 2014-2020 Erasmus+ and European Solidarity Corps programmes. This means that the projects successfully bid for during the current programmes will continue to receive EU funding for the full duration of the project, where certain projects may continue up to 2024.<\/p>

The UK has introduced the Turing Scheme, a new international mobility scheme that has a global reach. The Turing Scheme provides funding for UK education providers and organisations in the schools, higher education, further education, vocational education, and training sectors to offer international opportunities across the world for their pupils, students, and learners. Funding has been allocated for over 41,000 individual placements to over 150 destinations across the 2021/2022 academic year.<\/p>

We expect Higher Education mobilities being bid for in 2020 will include some mobilities for academic year 2020-21 and academic year 2021-22, depending on the specific details of individual projects.<\/p>

The shape and content of EU Programmes post-2020, including Erasmus+, are currently being negotiated within the EU institutions and have not yet been finalised. These EU programmes must be adopted by the EU before any potential formal negotiations on association could begin. The UK is ready to consider participation in certain EU programmes, once the EU has agreed the baseline in its 2021-27 Multiannual Financial Framework, and taking into account the overall value to the UK of doing so.<\/p>

The Department for Education is the national authority for the Erasmus+ programme in the UK. The Department oversees the work of the UK National Agency, which is responsible for the management and delivery of the programme across the UK. The UK National Agency have been issuing guidance to UK universities with the support of the Department for Education.<\/p>

In January, my right hon. Friend, the Secretary of State for Education announced a new £2.5 million programme to provide more opportunities for young people, particularly those from disadvantaged backgrounds, to take part in an international school exchange.<\/p>

State schools in England can apply for grants to take pupils aged 11 and above to visit partner schools around the world, giving them the chance to experience different cultures, improve language skills and build independence, character and resilience.<\/p>

The government has made clear that it values international exchange and collaboration in education and training as part of our vision for a global Britain. We are committed to the UK remaining open to the world, and becoming even more global and internationalist in outlook. That is why the Department for Education supports a number of outward mobility and exchange programmes which broaden access to international opportunities, schemes such as Fulbright scholarships and Generation UK China.<\/p>

Irrespective of the outcome of Article 50 negotiations, the UK and European countries should continue to give young people and students the chance to benefit from each other\u2019s world-leading universities following our exit from the European Union. In addition, the UK is an Erasmus+ programme country and the Withdrawal Agreement ensures that UK entities' and students\u2019 rights to participate in the current programme will remain unaffected for the remainder of the current EU budget cycle. Following ratification of the Agreement, UK-based organisations and people will be able to bid for funding, participate in and lead consortia, for the duration of the current programmes.<\/p>

In addition to this, the UK is open to exploring participation in the Erasmus+ successor scheme for 2021-27, which is currently being discussed in the EU. We will continue to participate in discussions on the draft regulation while we remain an EU Member State and are considering options for future participation in the next Erasmus+ programme. However, a decision on UK participation in the next programme is ultimately a matter for wider negotiations about our future relationship with the EU.<\/p>
