The National Health Service Long Term Plan commits to test four-week waiting times for adult and older adult community mental health teams, with selected local areas. The exact scope and timelines of these pilots are yet to be finalised, but we envisage that this will include testing waiting times for adult eating disorder services in those areas in receipt of new funding to expand these services.<\/p>

<\/p>

We are committed to ensuring everyone with an eating disorder has access to the best quality of care to meet their needs. We are investing an extra £30 million each year for eating disorders and the NHS is treating more children and young people with an eating disorder than ever before. The NHS Long Term Plan commits to continuing the increase in spending for children and young people\u2019s mental health services, which will grow faster than the overall spend on mental health, which will itself be growing faster than the overall NHS budget.<\/p>

The access and waiting time standard for children and young people with eating disorders states that by 2020/21, evidence-based community eating disorder services for children and young people will be in place in all areas, ensuring that 95% of children in need receive treatment within one week for urgent cases, and four weeks for routine cases.<\/p>

<\/p>

For children and young people, the latest figures show that the waiting time standard for access to treatment for eating disorders is on track to be met as planned:<\/p>

- 76.9% of patients started urgent treatment within one week in Q3 (October - December 2017); and<\/p>

- 83.1% of patients started routine treatment within four weeks in Q3 (October \u2013 December 2017).<\/p>

The Department is investing £30 million a year to 2020 to support clinical commissioning groups in developing and enhancing eating disorder services for children and young people. There are now 70 new or expanded community eating disorders services in place.<\/p>

The Government is committed to improving data and transparency on mental health, as was highlighted in the Five Year Forward View for Mental Health. The publicly available Mental Health Five Year Forward View Dashboard reports against eating disorder access and waiting time standards and captures a range of data at a local clinical commissioning groups, Sustainability and Transformation Plans and national level.<\/p>

The Mental Health Services dataset (MHSDS) has included data regarding children and young people\u2019s mental health since January 2016. The data collection is still experimental, with a focus on data quality and completion. Anticipating poor quality data in the early stages of the MHSDS, NHS England implemented an interim data collection via Unify2 that focused on the referral to treatment waiting time element of the Children and Young People with an Eating Disorder evidence based care pathway. This interim measure enabled collection of data and is helping to verify and improve the quality of statistics derived from the MHSDS.<\/p>

For children and young people with a suspected eating disorder (up to 19 years), the Government is investing £150 million to expand eating disorder services and staff for 70 extended or new established community eating disorder services. This means at least 3,350 children and young people a year will receive swift, effective eating disorder treatment in the community.<\/p>

The Government has commissioned Health Education England to repeat the 2015 baseline audit of the children and young people\u2019s mental health workforce, across all statutory and voluntary sector providers. This will include staff delivering care in the new or extended community eating disorder services. This data will allow NHS England to monitor progress with increasing the staffing of eating disorders services to improve access and deliver care in line with the published pathway guidance and National Institute for Health and Care Excellence clinical guidance.<\/p>

The planned spend by clinical commissioning groups on children and young people\u2019s eating disorders in 2017/18 is £46,717,000 which includes the £30 million per year in clinical commissioning group baselines. Kernow Clinical Commissioning Group (CCG) and Cornwall Council are responsible for assessing the health needs of children and young people in Cornwall. The two organisations produced a Child and Adolescent Mental Health Services (CAMHS) Transformation Plan in 2017 to transform the emotional wellbeing and mental health of children and young people in Cornwall and the Isles of Scilly.<\/p>

The THRIVE framework set out in the transformation plan has so far achieved a new alliance style contract signed between Cornwall Partnership NHS Foundation Trust, Kernow Health CiC (a general practitioner community interest company) and the Royal Cornwall NHS Hospital Trust to provide a new single pathway eating disorder service. This is a new service specification, agreed by partners, to meet access and waiting time standards by 2020. Recruitment has commenced to fill posts for the service, including a lead eating disorder paediatrician to coordinate physical health assessments and local in patient care and an additional 3.4 whole time equivalent staff into the service. Local Transformation Plans have been developed to deliver the Future in Mind Leeds Programme which includes plans for the commissioning of eating disorder services for children and young people.<\/p>

By the end of 2017/18 the programme aims to ensure that the Community Eating Disorder Service meets national standards and access targets. By 2018/19 the programme aims to ensure that there is a clear and smooth transition pathway between the service offered to children and young people, and the similar services offered to adults.<\/p>

NHS England reports progress against the national access and waiting time standard for children and young people\u2019s community eating disorder services on a quarterly basis. This includes national, regional and local data, including for Yorkshire and the Humber. This is available at:<\/p>

For Yorkshire and the Humber, the implementation of the Eating Disorder guidance by the National Institute for Health and Care Excellence, is also monitored through the Yorkshire and Humber Director of Commissioning Operations Assurance process for the Future in Mind programme. The national Mental Health Policy Team in NHS England also has close oversight of the implementation and delivery of services.<\/p>

A range of support is available to local areas to maintain performance and build to the 2020 ambition of 95% of children and young people referred starting treatment within one week for urgent or four weeks for routine cases, by 2020. The Government made £150 million of additional investment available in the 2014 Autumn Statement for children and young people\u2019s eating disorder services over the five years to 2019/20. From April 2017, we established a new eating disorder service waiting time for children and young people \u2013 with the ambition that by 2020/21 95% of children will receive treatment within one week for urgent cases and within four weeks for routine cases.<\/p>

<\/p>

The latest data from NHS England shows that in Q1 2017-18 73.3% of patients started urgent treatment within one week and 78.7% of patients started routine treatment within four weeks.<\/p>

<\/p>

NHS England has now commissioned 70 new or enhanced community services for eating disorders so everyone can get the help they need to manage these conditions. A pathway for adults with eating disorders, together with detailed implementation guidance for providers, will be developed by the National Collaborating Centre for Mental Health in partnership with the National Institute for Health and Care Excellence (NICE) during 2017/18. The pathway will be fully informed by the available evidence and the views of experts.<\/p>

NICE published its updated Clinical Guideline: Eating Disorders \u2013 recognition and treatment, on managing and treating eating disorders for the over 8s - including adults, children and young people in May 2017.<\/p>
