Royal Mail is legally obliged to deliver all addressed mail, including mail addressed \u2018To the Occupier\u2019 or \u2018The Homeowner\u2019. Royal Mail\u2019s \u2018door-to-door\u2019 service should stop unaddressed mailings delivered by Royal Mail, around a quarter of all such mail.<\/p>

The Government\u2019s Resources and Waste Strategy, published in 2018, sets out how we will better manage our material resources by minimising waste, promoting resource efficiency and moving towards a circular economy. We are keen to ensure that goods and materials are kept in circulation for as long as possible and last year we consulted on a new \u2018Waste Prevention Programme for England: Towards a Resource Efficient Economy'. The Resources and Waste Strategy, published in December 2018, sets out the Government\u2019s plans to reduce, reuse and recycle more plastic than we do now and to move towards a more circular economy. Our target is to eliminate all avoidable plastic waste throughout the lifetime of the 25 Year Environment Plan.<\/p>

Charity textile collections offer a convenient way for people to reduce their environmental impact, reusing or recycling around 650,000 tonnes of clothing which might otherwise be sent to landfill.<\/p>

In 2017, following a public consultation, the Fundraising Regulator strengthened its Code of Fundraising Practice to require charitable house to house collectors not to post collection bags to properties that indicate they should not do so by way of a notice, for example \u201cno charity bags\u201d. People can complain to the local council and provide feedback directly to charities. The bags can be reused for other purposes or recycled.<\/p>

The Government recognises that innovation into biodegradable plastics could help reduce the environmental impact of plastic, if they are disposed of in the right way. We therefore published a call for evidence last year to help us consider the development of standards or certification criteria for bio-based, biodegradable and compostable plastics and to better understand their effects on the environment and our current waste system. The Privacy and Electronic Communications (EC Directive) Regulations 2003 (PECR) regulates the sending of electronic marketing messages (by phone, fax, email or text), as well as the provision of electronic communication services to the public. The Information Commissioner's Office independently regulate PECR and have been clear that organisations must not send marketing emails to individuals without explicit consent. Where these rules are not adhered to, the Commissioner is able to issue enforcement notices, as well as fines of up to £500,000. The Data Protection Bill, which recently received its second reading, will create a modern legal framework for the UK, suitable for the digital age, incorporating the General Data Protection Regulation (GDPR). It will require either clearer and affirmative consent from individuals to be sought, or apply additional safeguards where data processing is allowed in the absence of consent. The Information Commissioner's Office (ICO) recently published draft guidance on consent under the GDPR; this can be found on the ICO's website - www.ico.org.uk.<\/p>

Under the new law where direct marketing by post involves the processing of personal data, data controllers will need a legal basis for such processing. Article 6 of GDPR lists a number of possible legal bases which in certain circumstances can be relied upon by data controllers. The Government appreciates that some people find unsolicited mail a real nuisance. This is why we have made sure that there are preference services in place to help those people stop receiving unwanted mail.<\/p>
