Defra has already laid a substantial number of the statutory instruments necessary in order to maintain a fully functioning statute book for our departure from the EU.<\/p>

As of 4 March, in relation to the UK leaving the EU, we have laid a total of 114 statutory instruments (23 of which were on behalf of Northern Ireland) before Parliament, and plan to lay a further 11 (3 on behalf of Northern Ireland). We have made a total of 63 SIs.<\/p>

The Reading Room was developed based on feedback from stakeholders to give them advanced sight of SIs before they are laid in Parliament. It is an online platform where stakeholders can check the technical aspects of near-final SIs before they are laid before Parliament. It has been designed with a specific audience in mind. Information on stakeholder engagement, where applicable, is contained in the Explanatory Memorandum accompanying each Statutory Instrument (SI). For instance, Defra organised informal discussions with 23 stakeholders on The REACH Regulations 2019, and undertook targeted engagement with stakeholders for the Fisheries Regulations 2019 alongside coverage in the Fisheries White Paper.<\/p>

Defra has also invited some specialists, on a personal basis, to preview late stage drafts of SIs. This provides an opportunity for technical scrutiny before the SI is laid before Parliament. This is independent of a specialist\u2019s right to comment on SIs once public or as a member of an organisation. The corrections contained in Defra\u2019s EU Exit SIs ensure operability of current EU law and are mainly technical in nature and do not make changes to existing policy. In line with the Government\u2019s overall approach to EU exit, the corrections made in Defra\u2019s EU Exit SIs seek to ensure that legislation can work sensibly in a non-EU context.<\/p>

Since presenting a consolidated secondary legislation programme in October, and as of 7 December, Defra has laid, in draft, a total of 70 statutory instruments (SIs). This is in addition to five SIs related to leaving the EU laid in July and September.<\/p>

Defra plans to lay a further 71 statutory instruments before the end of March 2019. These are comprised of 58 SIs related to leaving the EU, of which 12 are on behalf of Northern Ireland, and 13 SIs not related to leaving the EU.<\/p>

19 of these are planned to be laid in December, 29 in January, 13 in February and 10 in March, but these may be subject to change. Of these:<\/p>

In the next 14 months we currently expect to lay around 95 SIs, which will be required to convert over 850 individual pieces of EU related legislation into domestic law by 29 March 2019. We will also continue our programme of business as usual SIs, of which around 75-80 are laid in any one year. Ministers keep the policy priorities to be taken forward under constant review, and this will be particularly important as we manage the legislation introduced before Parliament in the period before we leave the EU.<\/p>
