The Government supports various campaigns to encourage people to cycle more, including the Big Bike Revival programme delivered by Cycling UK, and local programmes delivered by local authorities under the Department\u2019s £20 million per annum Access Fund. The effectiveness of these and other campaigns is considered in the first Cycling and Walking Investment Strategy Report to Parliament published in February 2020.<\/p>

<\/p>

The Government is committed to ensuring that every adult and child who wants it can be trained how to ride a bicycle safely. This builds on our manifesto commitment to offer Bikeability training to all schoolchildren. This year, the Department\u2019s Bikeability funding has enabled 28 local authorities to offer adult cycle training, and £235,000 of it will go towards family cycle training. The Department has also provided £2 million to Transport for London to support adult cycle training in the capital, and its Access Fund has allowed 16 local authorities to provide adult cycle training in their areas.<\/p>

Government is committed to making sure that everyone regardless of ability or background feels able to take part in sport and physical activity. Government\u2019s Sporting Future strategy committed to increasing levels of physical activity regardless of the type of sport or activity.<\/p>

Over 2017-21, through Sport England, government is investing over £17m in British Cycling to support the growth of grassroots cycling and cycling talent.<\/p>

Since 2017, Sport England has separately invested more than £4.5m directly in grassroots cycling projects to support the growth of cycling at local level.<\/p>

Government is also investing up to £15m in off-road cycling facilities to help drive a legacy from the 2019 UCI Road World Cycling Championships held in Yorkshire.<\/p>

The focus of Road Traffic Forecasts 2018 (RTF18) was to forecast road traffic by motorised modes and does not include forecasts of cycling traffic.<\/p>

To produce the forecasts, the National Transport Model (NTM) does takes account of the travel choice between walking, cycling, rail and bus as well as car. However, the NTM is not designed to forecast cycling levels, which will be influenced by a range of factors not included in the model.<\/p>

The Department has a dedicated model which has been designed to account for the specific factors which influence cycling. We plan to include a forecast of cycling demand using this model in an upcoming call for engagement document to be published as part of the Department\u2019s work to develop a transport decarbonisation plan.<\/p>

In relation to the proportion changes in miles cycled, the Department produces estimates of actual volumes of cycle traffic in Great Britain, the latest estimates for which are 2018. The Department has no plans to change national speed limits.<\/p>

<\/p>

Local traffic authorities are responsible for setting speed limits on local roads and for targeting their funding on measures that are most effective in ensuring that their roads become safer. To assist with this, the Department published guidance to local highway authorities on setting speed limits in 2013, and furthermore last year published an evaluation into the effectiveness of 20mph speed limits. The 2016 update to the TSRGD (Traffic Signs Regulations and General Directions) also made significant changes to facilitate and reduce the cost of providing 20 mph zones in England, allowing traffic authorities to place repeater speed signs and/or speed roundel road markings as well as traffic calming features.<\/p>

In April 2017 the Government published its first statutory Cycling and Walking Investment Strategy, setting out its ambition to make cycling and walking the natural choice for shorter journeys. And in July 2019, the Government published the Road Safety Statement 2019: a lifetime of road safety. This includes a two-year action plan to address a range of road safety issues which will improve safety for cyclists.<\/p>

The Government\u2019s Active Lives Survey, carried out annually by Sport England, suggests that in the period from mid-November 2016 to mid-November 2017, 13.6% of adults cycled at least once a week within Stroud District Council; 14.7% cycled at least once a week in Gloucestershire; and 11.9% cycled at least once a week in England. The Government\u2019s recently strengthened National Planning Policy Framework says that local authorities should promote healthy, inclusive and safe places which encourage walking and cycling. The Department for Transport\u2019s guidance on Local Cycling and Walking Infrastructure Plans (LCWIPs) helps local authorities to identify priorities for investment and a pipeline of projects to encourage more walking and cycling.<\/p>

<\/p>

The Department has also recently revised its Traffic Signs Regulations and General Directions to enable the use of various innovations which will support the uptake of cycling, including low-level cycle signals, a new parallel crossing for pedestrians and cyclists, and new ways of signing cycling and walking routes.<\/p>

The Department is updating Local Transport Note 2/08 \u2018Cycle Infrastructure Design\u2019 and will publish the updated guidance in due course.<\/p>

The Department published a rapid evidence assessment on investing in cycling and walking in April 2017 which considered a wide range of benefits from cycling and walking, including health and the environment.
