In January 2024, consumer confidence, as measured by GfK, reached its highest level since January 2022. January 2024 was the third consecutive month of improving consumer confidence across all five contributory sub-indices.<\/p>

Consumer confidence is intrinsically linked to household finances and the broader economic outlook. To sustain consumer confidence, consumers need to feel assured that their government is taking the long-term decisions necessary to strengthen the economy and build a brighter future.<\/p>

In January 2023, the Prime Minister set out three economic priorities: to halve inflation, grow the economy and reduce debt. Competitive markets are the best way of delivering value and choice for consumers. Autumn Budget 2017 announced more resources for the Competition and Markets Authority to enable them to take more cases against companies who are not competing fairly. The government is also taking specific action to ensure that financial services markets work for consumers. For example, to improve access to affordable sources of credit, the government is increasing the number of potential members that a credit union serving a local area can have from 2 to 3 million.<\/p>

The forthcoming Consumer Green Paper will set out the government\u2019s broader approach to ensuring that markets are working well for consumers and businesses.<\/p>

Where it can, the government is also taking direct action to help families with the cost of essential items. For example, the government has extended the fuel duty freeze for the eighth year. The Financial Conduct Authority (FCA) has been given a wide range of enforcement powers to protect consumers and to take action against firms and individuals that breach the FCA\u2019s rules \u2013 including rules on consumer protection - through the Financial Services and Markets Act (2000), as amended by the Financial Services Act (2012),<\/p>

Such action includes issuing fines against firms and individuals. In the calendar year 2017, the FCA issued fines totalling £229,515,303.<\/p>

The Financial Ombudsman Service (FOS) was set up by the Government to resolve individual complaints between financial services firms and their customers. The Department for Business, Innovation and Skills published an assessment of Consumer Detriment in 2014. The Government works with key stakeholders in the consumer landscape through the Consumer Protection Partnership[1]<\/sup><\/sup> to better identify, prioritise and coordinate collective action to tackle the issues causing greatest harm to consumers.<\/p>

Individual partners have produced assessments of consumer detriment such as the \u201cConsumer Detriment\u201d report published by Citizens Advice in September 2016.<\/p>

Ministers and officials from the Department for Exiting the EU and the Department for Business, Energy & Industrial Strategy (BEIS) have engaged with a range of civil society organisations, including consumer groups, to understand their views and to ensure that their expertise continues to contribute to ongoing negotiations. This includes engagement through the Consumer Protection Partnership (CPP), an operational and strategic group, chaired by BEIS.<\/p>
