Leaving the EU with a deal remains the Government\u2019s top priority. This has not changed. The Government has accelerated no deal preparations to ensure the country is prepared for every eventuality. The recently updated technical notices set out the UK\u2019s firm commitment to addressing climate change, including in a no deal scenario, and provides advice on meeting climate change requirements if there is no withdrawal agreement.<\/p>
<\/p>
EU exit will not affect UK emissions reduction commitments, as our ambitious emissions reduction commitments are enshrined in UK law in the Climate Change Act. Continuing discussion on global challenges such as climate change is in the UK\u2019s and EU\u2019s mutual interest. I have been engaging on behalf of my rt. hon. Friend the Secretary of State, including supporting international climate negotiations at COP24 where I had many constructive talks with EU counterparts. The importance of cooperation in the fight against climate change was recognised in the joint statement on behalf of President Junker and the Prime Minister on 7 February 2019, and we intend to continue building on this momentum in the coming months.<\/p>
<\/p>
My upcoming speech at a European young leaders\u2019 event is a further example of how we are taking advantage of all opportunities to engage on this subject. The independent Committee on Climate Change is a vital part of the Climate Change Act framework, and the Government welcomes the scrutiny it provides.<\/p>

We are currently reviewing the report and the recommendations contained within it.<\/p>

We remain fully committed to meeting our carbon budgets and our ambitious Clean Growth Strategy sets out how we intend to do this. Our latest estimates show that we are on track to be 97% and 95% of the way to meeting our fourth and fifth carbon budgets respectively, even before many of the new policies and proposals in the Clean Growth Strategy are taken into account.<\/p>

The Government currently has no plans to undertake a comprehensive study into the potential cost of climate change to the UK economy. The Stern Review: the Economics of Climate Change<\/em>, an independent review commissioned by the then UK government and published in 2006, established the relationship between increasing global greenhouse gases emissions and higher costs due to the impacts of climate change. There are large uncertainties associated with this type of assessment, but the overall conclusion is that the benefits of strong, early action to avoid climate change considerably outweigh the costs.<\/p> <\/p> The Government\u2019s focus is therefore on the implementation of cost-effective actions to reduce the UK\u2019s greenhouse gas emissions and to ensure that the UK and its economy are resilient to unavoidable changes in the climate.<\/p> <\/p> As required under the UK Climate Change Act 2008, we will publish our second Climate Change Risk Assessment next year.<\/p> <\/p>"}
