Unpaid carers play a vital role in supporting elderly or disabled relatives or friends. Sometimes unpaid carers will need to turn to the benefit system for financial support, so it is right that we keep Carer\u2019s Allowance under review, to see if it is meeting its objectives, and giving unpaid carers the help and support they need and deserve.<\/p>

<\/p>

Unpaid carers may be able to receive financial and/or employment support from the department depending on their circumstances. This includes Carer\u2019s Allowance and mean tested benefits such as Universal Credit. And those caring for less than 35 hours a week on Universal Credit can receive individualised employment support through their Jobcentre Plus work coach who can tailor work related requirements, such as searching for work, to fit their caring responsibilities so they can combine paid work and unpaid care.<\/p>

<\/p>

Unpaid carers may continue to be able to receive benefits if they choose to combine their caring responsibilities with paid work, meaning they can increase their overall income (eligibility rules apply).<\/p>

<\/p>

Carers (providing at least 35 hours per week) of severely disabled people may be eligible for Universal Credit Carer Element and/or Carer\u2019s Allowance. Lord Darzi\u2019s independent review of the National Health Service is clear that a fresh approach to supporting and involving unpaid carers is required to improve outcomes for carers, people needing care and the NHS. The government recognises the vital role that kinship carers play in caring for some of the most vulnerable children. The government\u2019s manifesto committed to working with local government to support children in care, including through kinship arrangements. The department is considering how to most effectively transform the children\u2019s social care system to deliver better outcomes for children and families, including how best to support kinship children and families.<\/p>

<\/p>

This government is extending the delivery of over 140 peer support groups across England, which are available for all kinship carers to access, where they can come together to share stories, exchange advice and support each other. The department is also delivering a package of training and support that all kinship carers across England can access.<\/p>

<\/p>

The government recognises the challenge that many kinship carers face in continuing to work, alongside the pressures of taking in and raising a child. We are also prioritising implementing kinship leave within the department in the next financial year, subject to pay negotiations.<\/p>

From September 2024, the role of virtual school heads has been expanded to include championing the education, attendance and attainment of children in kinship care, ensuring that more children in kinship care receive the help they need to thrive at school.<\/p>

The Government is committed to ensuring that families have the support that they need. We want to ensure that people who care for family and friends are better able to look after their own health and wellbeing.<\/p>

Long-term reform is needed in social care, and we will engage with a wide range of stakeholders, including unpaid carers, to ensure their voices are heard as we develop plans to create a National Care Service. The National Care Service will be underpinned by national standards and delivered locally to ensure that everyone, including unpaid carers, is supported to live independent, dignified lives.<\/p>

\u2018Championing Kinship Care\u2019, which was published on 15 December 2023, sets out the department\u2019s vision for a future kinship care system and how kinship carers can be better supported, so that more children can thrive. The department is investing £20 million of funding in 2024/25 to help move towards a children\u2019s social care system with kinship at its heart.<\/p>

<\/p>

The department will launch a Pathfinder programme in 2024 in up to eight local authorities to provide special guardian kinship carers, who care for previously looked after children, with a financial allowance to be paid at the same rate as foster care. This programme will be backed by an investment of £16 million in 2024/25 and the department will explore expanding eligibility to broader cohorts of kinship carers and all local authorities in the future, subject to the findings of our evaluation. The department is currently working through the criteria for the eight local authorities, and will share further information on the Pathfinder in the coming months.<\/p>

The department also announced £3.8 million in 2024/25 to expand the role of Virtual School Heads to specifically include championing the education, attendance and attainment of children in kinship care. Local authority funding allocations were published in March 2024 and the role extension will come into effect from September 2024.<\/p>

The department is also delivering a package of training and support that all kinship carers across England can access if they wish to within this Spending Review period.
