As indicated in People at the Heart of Care in 2021, the Department for Business and Trade (DBT) are the lead department for carer\u2019s leave. DBT has carried out a range of activities to raise awareness of Carer\u2019s Leave, including producing associated guidance available through GOV.UK, working closely stakeholders such as carer and business representative organisations and promoting Carers Leave through the \u2018Help to Grow\u2019 website.<\/p>

The calculation for establishing a week\u2019s pay in the Employment Rights Act 1996 is set out in Part 14 Chapter II and the relevant period provided for the calculation is 12 weeks. Regulation 13 of the Carer\u2019s Leave Regulations ensures that when making this calculation, weeks which include unpaid Carer\u2019s Leave are discounted when it comes to calculating a week\u2019s pay, as is the case with other forms of family leave, including unpaid Parental Leave.<\/p>"}

Kinship carers can already benefit from many workplace entitlements designed to help parents and carers combine work with childcare. These include unpaid parental leave, emergency time off for dependents and the right to request flexible working.<\/p>

Through this strategy, the department has made a commitment to implement or explore each of the Review\u2019s recommendations on kinship care.<\/p>

The department is also exploring the case for mandating a financial allowance for kinship carers with SGOs and CAOs in every local authority.<\/p>
The department is committed to publishing a national kinship care strategy by the end of 2023. This will provide an update on reform activity such as exploring financial allowances. The strategy will set out a long-term vision for kinship care, and detail how we can better support children and carers. The department sees this as a pivotal moment for kinship care and will be an opportunity to make real and lasting change.<\/p>
Statutory guidance issued to local authorities already makes it clear that children and young people should receive the support that they and their carers need to safeguard and promote their welfare. There is no limit on the level of support, including financial support, that local authorities can provide. All local authorities should have in place clear eligibility criteria in relation to the provision of support services.<\/p>"}
